record the completed public visibility change
record enabled private vulnerability reporting and protected main CI
update the security-reporting instructions to use the enabled private channel
leave the v0.1.0 prerelease as the only pending launch action

Validation

12 tests passed locally
repository visibility and GitHub settings were verified through the API
