Completes the bilingual ecosystem directory for all active organization repositories and validates the rendered HTML against the live GitHub inventory.
Also reports incomplete repository descriptions, homepages, and topics without blocking unrelated site builds.
Validation:
npm run docs:build(72 repositories, 35 bilingual control guides)
