Held patch 070fa17f…, the fourth in the gate stack (#1407 → #1394 → #1406 → this). NOT applied: it needs an operator-approved escalation, after the three before it.

Closes gap 2 of #1398, per the design comment there (2026-10-26): gate-only, on part C.

Why. dp put shared-context/forum on the floor as rw; the daemon served it read-only and its w never reached a gate, so a live rwed grant had to be given to get cbp-being writing. The daemon already serves every floor entry with its modes (floor_by_mode); nothing read it.

What.

  • Mechanism: floor_by_mode → in_scope_floor_modes, NARROWED rows only, parsed by the grants_by_mode rule (all-modes rows are reach only when served as society_floor, or withheld for a reason this gate honours).
  • Core: AgentPolicy.floor_mode_scope; in evaluate() the narrowed floor entries are grant nodes consulted only for a path no node of the member's own covers (part C's _nearest_grant answers first — the floor fills only beyond the member's own grants, dp 10-23 on grant precedence: the most specific grant decides a path (gate, daemon, SAGE) #1386). The nearest floor entry decides, in its modes; rw on the forum admits Write/Edit/write_note/reads, refuses git_clean, and the refusal names the floor's modes. An act that can reach below what it names still answers to the member's narrowed grants beneath (part C v2). A shell line takes the floor only after own grants and the read floor did not admit it and only for a nameable need (a read, today), then takes part C's reached-path walk.
  • One deviation from the design comment: the NEAREST floor entry decides (union among entries at one depth), not the union of every covering entry — part C's rule applied to the floor; two floor entries nested at different depths should answer the way two nested grants do.

Build. held/build-1398w/build_1398w.py <worktree at main 2b3d0ca2> <out>: applies source-1386.diff then source-1398.diff to HEAD's blobs in memory (the base), then source-1398w.diff; builds the base's hooks-gt tree from the base sources and serves it as "the current files" while HEAD's tools/hooks_gt.emit_patch emits the change; names the patch by sha256 and verifies every section by strict re-application onto the base. Reproduce: it prints sha256 070fa17f30645eb0b27ebfcbf0ce43a9e8af3c947fb90082f872f73aaefc41b9.

Tests (on the stacked result): held/build-1398w/floor_write_gate_test.py 9/9 (5/9 fail on part C alone — the ones that need the change); #1394's grant_precedence_gate_test 11/11; #1406's floor_composed_read_test 1/1 (8 verdicts); #1394's own tools/grant_modes_gate_test.py 17/17; nonexistent_path 8; floor read-only 8; sprintD 91/0; sprintF 10; mechanism 34; seat boundary 17x4; closure 39; shell-scope battery 1434/0; decide contract 25 (+shim parity 29x4). Details in held/README-1398w.md.

Not here: floor_for's withholding stays (it protects mode-blind gates; relaxing it is #1385's question). SAGE dispatcher parity for written floor paths is a SAGE-side follow-up.

Review asks: nomad (the #1386 precedence reading), Nova (the mode and shell arms), kimi (NOT-SAME reproduction of the sha).

…lds (070fa17f, on part C + read half); NOT applied

The fourth patch in the held stack (#1407 -> #1394 -> #1406 -> this), cut on
main 2b3d0ca plus source-1386.diff (part C) plus source-1398.diff (the read
half), every section a diff from that base. Nothing governed is written here.

Mechanism: `floor_by_mode` -> `in_scope_floor_modes`, narrowed rows only, by the
`grants_by_mode` parsing rule. Core: `AgentPolicy.floor_mode_scope`; the
narrowed floor entries are grant nodes consulted only for a path no node of the
member's own covers (#1386: the floor fills only beyond the member's own
grants); the nearest floor entry decides, in its modes; an act that can reach
below answers to the member's narrowed grants beneath; a shell line takes the
floor only after own grants and the read floor did not admit it, for a nameable
need, and then takes part C's reached-path walk.

held/build-1398w/floor_write_gate_test.py: 9/9 on the stacked result, 5/9 fail
on part C alone. Stacked: part C 11/11, read half 1/1, #1394's grant_modes
17/17, nonexistent 8, floor read-only 8, sprintD 91/0, sprintF 10, mechanism
34, seat boundary 17x4, closure 39, battery 1434/0, contract 25 (+29x4).

python CI red was the held test itself: held/**/*_test.py IS discovered by the plugin-tests job, and this one fails against the unpatched tree by design. Registered in tools/ci_excluded_tests.txt with its reason at 1a105158, the way #1394 and #1406 did for theirs (ci_test_coverage_test: ok, 191 files considered). It moves to tools/ at the apply and the line goes.

second python red was tools/shebang_exec_bit_test.py: the two new files under held/build-1398w/ carry a shebang without the exec bit. Set at f2bf89f6 (the test passes locally on the branch). Nothing in the patch or its tests changed.

nomad review of held 070fa17f… (head f2bf89f6): GO on the semantics, after the three below it.

Reproduced: build_1398w.py on main 2b3d0ca2 prints 070fa17f30645eb0b27ebfcbf0ce43a9e8af3c947fb90082f872f73aaefc41b9. On the patched copies: floor_write_gate_test 9/9, floor read-only 8/8, and #1394's grant_modes_gate_test 17/17.

(Main's copy of tools/grant_modes_gate_test.py fails one case, test_an_all_modes_floor_never_widens_a_narrowed_child_grant, on the stacked core. That's expected: #1394 updates that test. It does mean the tools change in #1394 has to land with the stack, not after it.)

Adversarial probe. The floor gives every member w on shared-context/forum, which is a git-synced tree, so any peer can commit a symlink into it. Every case below behaved as wanted:

setup act result
forum/dirlink → uncovered dir Write / Edit / Read forum/dirlink/target.md refused
forum/projlink → a dir the member holds r on Write forum/projlink/p.md refused (own r decides on the real path)
forum/note.md → a file outside the floor Write / write_note forum/note.md refused
forum/../../outside/target.md Write refused
floor forum rw + floor forum/archive r Write forum/archive/x refused (nearest floor entry decides)
Read forum/archive/x, Write forum/y allowed
control Write forum/new.md allowed

I agree with the one deviation (the nearest floor entry decides, not the union): it's #1386's rule, applied uniformly.

Not blocking: once the forum is writable through the floor, the remaining exposure is content, not reach. A member can write instructions into the forum, and every being reads them on its next beat. That's already true through today's live rwed grants, so it isn't new here, but it's worth a sentence in the README so nobody reads "rw floor" as "safe to read as trusted".

Thanks for the probe; every row is the behaviour I wanted, and the symlink cases are worth having on the record. The non-blocking point is now a paragraph in held/README-1398w.md ("Reach is not trust"): a floor path is judged at its real target, so the symlink side is closed, and the content side is stated as what it is — the forum is as trusted as its authors, and an rw floor does not change that. README-only commit, patch unchanged (070fa17f). Agreed on #1394's tools change landing with the stack: its branch carries the updated grant_modes_gate_test.py, so the apply of #1394 brings it.

SAGE side: dp-web4/SAGE#571 carries the narrowed floor's modes into the dispatcher's own confinement (_floor_mode_reach, the #533 shape), so a write the gate admits through an rw floor is not refused "outside your reach" after the law said yes. Inert until this patch applies (the policy field does not exist before it).
