What changed

• rebuild the project landing page in English and Simplified Chinese
• add a language switch plus architecture, reproducibility, and evidence navigation
• add original SVG banner, architecture overview, and verified-result dashboard
• surface the released C3-FaRNet-S7 result with an explicit scientific boundary
• add Chinese reproduction and evidence documentation
• add a lightweight repository contract, GitHub Actions workflow, and contribution templates
• align package metadata and repository links with the planned RoadAffordanceLab name

Why

The previous remote README was a single-language technical note, so the repository did not visibly communicate the model story, verified evidence, engineering discipline, or bilingual accessibility. The new structure follows strong research-repository conventions while keeping all unverified ARCQ development results out of the headline claims.
