fix: publish public image to ghcr.io/dx-corp/maestro - #1161

Every consumer (helm values, service registry, remote-runner chart) references ghcr.io/dx-corp/maestro; nothing references ghcr.io/evalops/maestro and no such package exists. A dx-corp GITHUB_TOKEN cannot push cross-org, failing every run with 'permission_denied: The requested installation does not exist'. Retarget the publish at the consumed package.

GHCR Publish failed on every main push with 'permission_denied: The requested installation does not exist'. Root cause: IMAGE_NAME pointed at ghcr.io/evalops/maestro, which matches no consumer (helm values, service registry, and remote-runner chart all use ghcr.io/dx-corp/maestro) and no existing package — and a dx-corp GITHUB_TOKEN cannot push cross-org anyway. Retargets the publish at the consumed package. Contract tests: 22 pass, 0 fail.
