Fresh Windows installations can fail before Monolith starts when MSVC runtime DLLs exist on the build machine but are absent from the shipped payload. Stage the native redistributable libraries beside the recorder, statically link the Rust sidecars' CRT, and recursively verify each executable directory and component package independently.
Eight verifier regressions cover missing transitive DLLs, VC runtimes installed only on CI and sibling-directory masking. The release workflow checks engine/UI/updater staging. The pinned x264 archive failed integrity verification; an overlay now fetches the same upstream commit through Git, registered using vcpkg-configuration.json. Align the updater Cargo/Tauri version and grant the maximize/unmaximize permissions used by fullscreen.
Add AGENTS.md, enforce the requested tracked-text policy for U+2013/U+2014, and normalize existing occurrences. Windows CI runs on all PR branches so the review stack is checked.
Validation: eight PowerShell runtime-verifier cases, tracked-text policy and diff checks pass locally. The full Windows Actions build is currently compiling dependencies; clean Windows 11 install/start and dynamically loaded driver/WebView2 requirements remain unverified. This PR corrects the runtime packaging contract but does not claim a completed clean-install reproduction.
This is the user's third scope (release/startup and additional findings), published as the first dependency of the stack. Review/merge order: #3 packaging, #4 technical audit, #5 comment cleanup. Report: docs/audit/2026-10-08.md on the audit/comment branches. No merge or release is performed.
