Remove Codecov upload; gate frontend coverage in-repo - #470

Codecov's expired certificate (codecov/codecov-action#1975) failed the required Frontend check on every run since 2026-10-05 00:03 UTC, blocking all merges. It was report-only and unused. Frontend coverage is now enforced by Vitest thresholds instead (backend already gated at 30%).
