Compact account feedback and reset timing for v1.0.10

Summary

• Keep ordinary success, information, and error feedback in one compact floating notice so the saved-account grid no longer jumps downward. Success and information notices dismiss automatically; errors stay until dismissed. Focused dialogs cover the notice, while actionable recovery and update notices retain their dedicated surfaces.
• Show a short relative quota reset time on each card. Hover, keyboard focus, and assistive text expose the full local date and time. A reset time already in the past is not displayed as a future countdown.
• Preserve the existing account-specific quota warning icon and switch-success identity update. No credential or provider behavior changes.

This completes the frontend follow-up to #128 before the first public v1.0.10 release. Workspace feedback remains tracked in #120; installed startup and switch responsiveness remain tracked in #129 until maintainer use.
