Decisions

Changes

  • Removes the lifecycle-status tool schema and payload fields.
  • Makes mail and phone update actions required.
  • Adds an action-only update regression test.

Verification

  • TypeScript build and typecheck passed.
  • 340 tests passed.
  • git diff --check passed.

Superseded by #43, which now includes this contact-rule cleanup and targets main directly.
