Reduce MAX_DISTANCE_KM from 600 to 300 so countries like Lebanon no longer show distant foreign nuclear facilities (e.g. Dimona at ~320km). Rename infra label from "Nuclear Facilities" to "Nearby Nuclear" across all 21 locales to clarify these are proximity-based, not domestic.
