fix(sync): follow-ups to #1093 — probe offline committee members, 400 on refused peers, run its tests in CI - #1094
Follow-ups to #1093 (sync catch-up after a healed network split).
Changes
probeCommitteeForHeight now asks offline committee members. It looked members up with getPeer, which only reads the online list. A member marked offline after a proposal timeout was never asked for the block it may have certified. It now falls back to the member's last known address, as adoptBeforeRetry already does (committedBlock.ts).
handleUpdatePeerSyncData answers 400 when addPeer refuses the peer.addPeer returns [added, reason], and a non-empty array is always truthy, so the handler always answered 200. The sender then recorded a refused peer as delivered and never resent our sync data. The handler now returns 400 with the refusal reason (broadcastManager.ts). An already-known peer is still "updated" and still gets 200.
The three fix(sync): catch up after a healed network split #1093 test files outside SUITE_DIRS now run in CI.broadcastManager.syncData.test.ts, helloGenesisGate.test.ts and syncClaims.test.ts are listed as single files in scripts/test-consensus.sh. Adding their whole directories would pull in 22 other test files that have never run in CI, so that is left for a separate change.
Tests
New: broadcastManager.syncData.test.ts "is answered 400 with the reason when the peer is refused" (the addPeer mock now returns the real tuple shape).
New: committedBlock.test.ts "asks a member marked offline at its last known address".
Both new cases fail with the source changes reverted and pass with them.
bash scripts/test-consensus.sh locally: 57 files, 0 failed, including the three added files. bun run type-check passes.
Note: locally on macOS's bash 3.2 the script still exits 1 at the end (failed[@]: unbound variable under set -u when no test fails). This predates the change; CI's bash on Ubuntu is not affected.
Behaviour change
A peer whose report is refused, for example because its URL is already bound to another identity, now gets our sync data again on later broadcasts instead of being skipped. This is the same resend path a peer behind us already takes.
Summary by CodeRabbit
Bug Fixes
Peer sync updates now report success only when a peer is added. If a peer refuses the update, the response includes the refusal reason.
Consensus height checks can query committee members who are currently offline using their last known address, and recognize members even when identity letter casing differs.
Tests
Expanded automated checks for peer sync responses and consensus height checks involving offline members and identity casing.
Update
mergePeerlist in Sync.ts had the same tuple bug. It treated addPeer's [added, reason] as a boolean, so every peer in a block's peerlist was reported as merged. It now unpacks the tuple like the other callers (bba6dd1). The new Sync.mergePeerlist.test.ts fails without the change and passes with it, and is added to SUITE_FILES. Local scripts/test-consensus.sh: 58 files, 0 failed.
Merge note:#1095 also edits the SUITE_FILES block of scripts/test-consensus.sh, with a different file list. Whichever PR merges second needs to keep both lists, or some of those tests drop out of CI.
…00, run the #1093 tests in CI
- probeCommitteeForHeight looked members up with getPeer, which only
reads the online list, so a member marked offline after a timeout was
never asked for the block it may have certified. Fall back to its last
known address, as adoptBeforeRetry already does.
- handleUpdatePeerSyncData treated addPeer's [added, reason] tuple as a
boolean, so it always answered 200. A refused peer was then recorded as
delivered and never sent our sync data again. Answer 400 with the
refusal reason instead.
- Add the three #1093 test files that sit outside SUITE_DIRS to the
consensus CI run as single files.

The sync-data handler now reports peer-add success or refusal. Committee height probing can look up offline peers and match identities without regard to letter case. The consensus test script includes standalone test files in its sorted, deduplicated test list.
The handler checks the added value from addPeer. It returns 200 with “Sync data updated” on success, or 400 with the refusal reason. Tests cover both responses using configurable peer-add results.

Summary
Resolve and probe committee members src/libs/consensus/v2/routines/committedBlock.ts, src/libs/consensus/v2/routines/committedBlock.test.ts, scripts/test-consensus.sh
Committee probing uses knownPeer to resolve non-live members, including offline peers, and supports case-insensitive identity matching. Tests cover offline and case-mismatched peers. The test script adds standalone test files to the sorted, deduplicated test list.
The change lets the committee height probe reach offline members, but it can pick a stale offline address over a reachable peer whose identity differs only in letter case, so a committed block can be missed. Probing stale offline addresses also widens an existing exposure of reusable authentication headers. Both should be fixed or explicitly accepted before merging.

getBoundCommittee lowercases committee identities. PeerManager stores peers under their original identities, and getPeer performs a case-sensitive lookup. Therefore, an offline peer registered with an uppercase identity can be missed by both peerman.getPeer(identity) and offline[identity] when the committee identity is lowercase.
Use a case-insensitive lookup for offline peers.

Committee ids are lowercased while the peer manager keys peers by the
identity they announced, so a member announced in mixed case was missed
by both the retry adoption and the short-round probe. An exact miss now
falls back to a case-insensitive match over online and offline peers.
