Run Dependabot pull requests on GitHub-hosted runners - #466
Rollout of the pattern in leynos/typos-config-builder#152 (reviewed and merged): Dependabot pull requests on a public repository run on GitHub-hosted runners, not Ubicloud. User decision of 19 October 2026.
Change
Every Ubicloud runs-on that has the fork fallback gains the Dependabot arm, in the pilot's shape:
pull_request.user.login (the author), not github.actor, which changes on a re-run.
Pushes to main have no pull_request payload and stay on Ubicloud, so main's caches stay warm.
Twelve lanes gain the hosted arm: the chain reader (_runs_on.py) now splits only on the || outside parentheses and recognizes the exact hosted condition (HOSTED_CONDITION in _workflow_policy.py); fork_fallback_test.py and _fork_lanes.py require it; a new hosted_condition_test.py refuses the fork-only form, github.actor, && for || and !=. The two label jobs (pr-label-classify, pr-label-scope, pull_request_target, a few seconds each on ubicloud-standard-2-arm) carry a dependabot-runner: exempt comment: a hosted arm there would need a new hosted arm64 label in the registry and contracts for no measurable saving. Axinite is heavy: its measured Dependabot run on ubuntu-latest follows after merge, with a same-day follow-up that keeps any failing job on Ubicloud. Bespoke contract, so this PR takes the full review gate.
docs/developers-guide.md records the reason and the cold-cache consequence.

Overlapping open PRs
These open PRs touch the same kind of files; per the standing rulings they do not hold this PR and are left untouched:
Route fork and Dependabot pull requests to GitHub-hosted runners while preserving Ubicloud execution for maintainer branches and main-branch workloads.
New Features:
Run Dependabot-authored pull requests on GitHub-hosted runners across the applicable CI lanes.
Enhancements:
Extend workflow contract parsing and validation to support and enforce the combined fork-or-Dependabot runner condition.
Keep short ARM label jobs on Ubicloud through explicit exemptions where hosted execution offers no meaningful saving.
Documentation:
Document Dependabot runner selection, author-based detection, and the resulting cold-cache trade-off in the developers guide.
Tests:
Add contract coverage preventing fork-only conditions, actor-based checks, and malformed hosted conditions while validating the new runner policy.
GitHub-hosted minutes cost nothing on a public repository, so a pull request
authored by dependabot[bot] now falls back to ubuntu-latest like a fork's.
The expression tests pull_request.user.login rather than github.actor, which
changes when someone re-runs or pushes. A push to main has no pull_request
payload and stays on Ubicloud, so main still writes the cache.
Twelve lanes gain the hosted arm: the chain reader (`_runs_on.py`) now splits only on the `||` outside parentheses and recognizes the exact hosted condition (`HOSTED_CONDITION` in `_workflow_policy.py`); `fork_fallback_test.py` and `_fork_lanes.py` require it; a new `hosted_condition_test.py` refuses the fork-only form, `github.actor`, `&&` for `||` and `!=`. The two label jobs (`pr-label-classify`, `pr-label-scope`, `pull_request_target`, a few seconds each on `ubicloud-standard-2-arm`) carry a `dependabot-runner: exempt` comment: a hosted arm there would need a new hosted arm64 label in the registry and contracts for no measurable saving. Axinite is heavy: its measured Dependabot run on `ubuntu-latest` follows after merge, with a same-day follow-up that keeps any failing job on Ubicloud. Bespoke contract, so this PR takes the full review gate.
This PR rolls out the established fork-fallback pattern so Dependabot-authored pull requests use free GitHub-hosted runners across twelve eligible lanes, while preserving Ubicloud placement for maintainer pull requests, main pushes, and explicitly exempt label jobs. The contract parser now handles nested boolean expressions and enforces the exact author-based condition, with documentation and regression tests covering placement, ordering, and lookalike mutations.

Route Dependabot-authored pull requests to GitHub-hosted runners alongside fork pull requests while preserving Ubicloud runners for maintainer branches and pushes to main.
Updated twelve workflow lanes, including schedule-aware expressions, to use the exact fork-or-Dependabot author condition.
Kept the two ARM64 pull-request label jobs on Ubicloud with explicit exemption rationale.
Documented hosted-runner selection, author-versus-actor behavior, and cold-cache implications.
Extended workflow contract parsing and validation to understand the parenthesized hosted condition without confusing its inner OR with the outer runner chain.
Added depth-aware splitting of runs-on expressions on top-level
Added focused contract tests to prevent regressions in Dependabot runner selection and expression safety.
Verified the nested hosted condition remains one runner arm.
Rejected fork-only, github.actor, &&, and != lookalikes.
Verified a paid pull-request arm cannot shadow the hosted arm.

Route Dependabot pull requests to ubuntu-latest in the twelve fork-fallback workflow lanes. Keep pushes to main on Ubicloud.
Check pull_request.user.login for dependabot[bot]. Do not use github.actor, which can differ on reruns or when someone else pushes to the branch.
Keep the two short pull_request_target label jobs on their existing Ubicloud ARM runner. The reported rationale is that hosted ARM would need registry and contract changes without measurable savings.
Update the workflow contract parser and tests to require the hosted condition and reject lookalike expressions.
Document the runner selection and its cold-cache consequence in the developer guide.
Validation
The author reports 102 passes for the new and touched runner tests, clean Ruff checks and formatting, and passing mdtablefix --check and markdownlint-cli2.
The author reports that pytest tests/workflow_contracts had 1,595 passes before the new file. Seven nextest-probe tests failed on the host’s nextest version, regardless of this change.
The author reports that the listed mutations were killed.
Measuring a Dependabot run on ubuntu-latest and following up on any failing job are planned after merge.
Walkthrough
Workflow jobs now use GitHub-hosted runners for Dependabot-authored pull requests as well as fork pull requests. Workflow-expression parsing, contract tests, and developer documentation now cover the combined condition.

Explanation
Docstring coverage is 100.00% which is sufficient. The required threshold is 80.00%. Docstring coverage is scoped to functions touched by this diff. Analyzed 12 functions across 5 files. (8 skipped: 8 unsupported.)
Full details: User-Facing Documentation
Explanation
PASS — The change affects repository CI runner placement for Dependabot pull requests, not Axinite runtime behaviour or an end-user interface. The diff updates the maintainer-facing docs/developers-guide.md with the new hosted-runner condition, author-versus-actor rule, schedule ordering, and parser behaviour. docs/users-guide.md documents operator-visible Axinite runtime features, so no user-guide update is required.
Full details: Module-Level Documentation
Explanation
Pass the module-level documentation check. The pull request changes five Python modules, and each has a module docstring. The docstrings state purpose and relevant component relationships, including tests/workflow_contracts/_runs_on.py:1-15, _workflow_policy.py:1-14, fork_fallback_test.py:1-23, _fork_lanes.py:1-15, and the new hosted_condition_test.py:1-10. The remaining changed files are workflows or Markdown, not Python modules.
Full details: Testing (Unit And Behavioural)
Explanation
PASS — Add meaningful unit and workflow-contract coverage. hosted_condition_test.py checks parenthesised || parsing, rejects fork-only, actor, &&, and != lookalikes, and checks paid-arm ordering. fork_fallback_test.py reads the checked-in workflow YAML through estate_source() and verifies the hosted condition, hosted label, paid branch fallback, and scheduled behaviour across all applicable lanes. The tests run through make test-workflow-contracts. This provides behavioural coverage at the workflow source boundary without mocks or private seams.
Full details: Testing (Compile-Time / Ui)
Explanation
No Rust or TypeScript compile-time behaviour changed, so no trybuild-equivalent test is required. The PR adds focused Python contract tests for the structured runs-on behaviour: parenthesised || parsing, exact author condition, rejection of fork-only/github.actor/&&/!= lookalikes, and paid-arm ordering (tests/workflow_contracts/hosted_condition_test.py:31-62). The existing workflow contracts read the actual YAML estate and assert the hosted fallback across affected lanes (fork_fallback_test.py:47-55,150-220). Snapshot tests are not necessary here because these are deterministic configuration contracts, and direct semantic assertions are less brittle than snapshots of YAML or parser output.
Full details: Unit Architecture
Explanation
Pass this check. The pull request only changes declarative runner selection, comments, and pure workflow-contract parsing/tests. _split_chain, HOSTED_CONDITION_RE, and _recognized_condition in tests/workflow_contracts/_runs_on.py perform in-memory string parsing without I/O, network calls, clocks, mutable external state, or hidden fallible work. The policy constants in _workflow_policy.py and the hosted-condition tests use explicit string inputs and outputs. The workflow changes add the pull_request.user.login condition and do not add command or persistence behaviour. Python syntax and the committed diff check pass.
Full details: Domain Architecture
Explanation
PASS: The pull request changes only GitHub Actions workflow configuration, workflow-contract test helpers/tests, and developer documentation. It does not change domain code, commands, repositories, adapters, transport, persistence, or framework boundaries. The new github.event runner conditions are infrastructure configuration, so the domain-architecture failure condition does not apply.
Full details: Observability
Explanation
Retain the change. It alters CI runner placement, not a production service or process boundary. GitHub job status and runner details expose placement and failures. Affected build and test jobs retain timeouts, ci-resource-sampler reports with if: always() (.github/workflows/code_style.yml:54-63,127-129; .github/workflows/test.yml:95-100,154-159), and sccache statistics are written to logs and summaries (.github/workflows/test.yml:729-750; .github/workflows/e2e.yml:117-139). These signals cover resource and cache behaviour. The new condition uses the fixed dependabot[bot] value and introduces no sensitive or unbounded telemetry fields.
Full details: Testing (Overall)
Explanation
Strengthen the new lookalike-condition test. tests/workflow_contracts/hosted_condition_test.py:47-50 only checks that the constructed string does not contain HOSTED_CONDITION; it never calls conditional_runs_on_arms or checks the resulting Job. The test therefore passes if the parser accepts a != or && variant, so it does not guard the changed exact-recognition behaviour. The positive parser test and the workflow-wide fork fallback tests cover the main valid shape, but this negative test is vacuous for the stated incorrect implementations.
Resolution
Change the parametrized test to assert parser behaviour. Expect the fork-only case to parse as the existing fork arm but not as HOSTED_CONDITION; expect the github.actor, &&, and != variants to return None from conditional_runs_on_arms and remain opaque through Job.runner_labels. Keep the positive exact-condition assertion so a no-op parser also fails.
Full details: Developer Documentation
Explanation
The pull request changes the CI placement decision. The workflows now send Dependabot pull requests to ubuntu-latest through the combined fork-or-author condition, and the label workflows add explicit Dependabot exemptions (.github/workflows/test.yml:95-99, .github/workflows/pr-label-classify.yml:19-22). docs/developers-guide.md:353-387 documents the behaviour and parser rule. However, the governing accepted ADR remains unchanged: docs/adrs/adr-0013-place-ci-jobs-by-rule:5-10 and :61-77 describe only the fork fallback and still list the old placement rule. The decision is therefore not recorded in the relevant design document or ADR.
Resolution
Add a dated addendum to docs/adrs/adr-0013-place-ci-jobs-by-rule.md without rewriting its history. Record the Dependabot pull_request.user.login == 'dependabot[bot]' hosted arm, the use of the author rather than github.actor, schedule-arm ordering, the two pull_request_target label-job exemptions, and the contract enforcement and rollout status. Keep the developer-guide explanation aligned with the addendum.
Full details: Testing (Property / Proof)
Explanation
Add a property test for the new parenthesis-aware chain invariant. _split_chain now promises to split every top-level || while preserving || inside parentheses (tests/workflow_contracts/_runs_on.py:63-76). The added tests cover one fixed hosted condition and four fixed lookalikes (hosted_condition_test.py:30-62). The existing Hypothesis chain tests do not generate parenthesised conditions (runs_on_chain_property_test.py:69-84), so they do not cover varying nesting, arm order, whitespace, or multiple grouped conditions.
Resolution
Extend the existing Hypothesis suite, or add a focused property module. Generate balanced parenthesised conditions with varying depth, arm count, separators, whitespace, and position. Compare the parser with an independent depth-aware splitter, and assert that nested || stays within one arm while top-level || produces separate arms. Include malformed or unbalanced parentheses if the parser must fail closed.
Full details: Description check
Explanation
The description explains the implementation, scope, rationale, validation, mutation proof, and overlapping pull requests. It does not follow the required template because it omits the required Change Type, explicit Linked Issue format, Security Impact, Database Impact, Blast Radius, Rollback Plan, and Review track sections.
Resolution
Rewrite the description using the repository template. Mark CI/Infrastructure and Review track C, state the linked issue as DF12-89 or None, and add explicit entries for security impact, database impact, blast radius, and rollback plan. Retain the existing validation and mutation-proof details.

@wafflecat-df12 Treat the Testing (Overall) finding as addressed at head a106acb. The current source satisfies the requested correction:
hosted_condition_test.py, Line 52, passes each actor, &&, and != variant directly through _chain to conditional_runs_on_arms and asserts None.
Lines 55–59 test the fork-only chain separately as readable but not HOSTED_CONDITION.
The positive parser assertion remains at Line 34.
The assertions include failure messages.
_runs_on.py, Lines 63–75, extracts parenthesis classification into _depth_change.
Distinguish that assessment from the published row: the displayed error row is still stale, from the review of 7c1e194. This reply does not update that row. I inspected the current source but did not run tests.
