Rollout of the pattern in leynos/typos-config-builder#152 (reviewed and merged): Dependabot pull requests on a public repository run on GitHub-hosted runners, not Ubicloud. User decision of 19 October 2026.

Change

Every Ubicloud runs-on that has the fork fallback gains the Dependabot arm, in the pilot's shape:

runs-on: >-
  ${{ (github.event.pull_request.head.repo.fork
  || github.event.pull_request.user.login == 'dependabot[bot]')
  && 'ubuntu-latest' || 'ubicloud-standard-N' }}
  • pull_request.user.login (the author), not github.actor, which changes on a re-run.
  • Pushes to main have no pull_request payload and stay on Ubicloud, so main's caches stay warm.
  • workflow_support.py gains a NON_DEPENDABOT_GUARD: the conditional-runner reader accepts the combined fork/Dependabot condition (and the benchmark lanes' != 'dependabot[bot]' atom) and runner_placement_test.py requires the guard on every paid pull-request lane. The two benchmark-regressions.yml lanes (which put the paid label first) carry the positive form && github.event.pull_request.user.login != 'dependabot[bot]'. Bespoke contract, so this PR takes the full review gate.
  • docs/developers-guide.md records the reason and the cold-cache consequence.

Check script row (before)

["chutoro", "pending", "7 ubicloud jobs, 6 lacking the arm"] from ~/docs/jm5-dependabot-runners/bin/check.py on origin/HEAD before this change.

Gates

pytest tests/workflow_contracts --doctest-modules (522 passed), mdtablefix --check clean.

Mutation proof

Mutation Result
ci.yml: user.login replaced by actor (all jobs) killed
ci.yml: Dependabot arm removed (first job) killed
kani-pr.yml: user.login replaced by actor (all jobs) killed
kani-pr.yml: Dependabot arm removed (first job) killed
property-tests.yml: user.login replaced by actor (all jobs) killed
property-tests.yml: Dependabot arm removed (first job) killed
contract tests/workflow_contracts/workflow_support.py: frozenset({NON_FORK_GUARD, NON_DEPENDABOT_GUARD}), -> frozenset({NON_FORK_GUARD}), killed
benchmark-regressions.yml: author test removed from both jobs killed

Merge class

Mechanical rollout of the pilot's shape (same expression, same form of contract change, docs paragraph, mutation proof), per the lead's ruling of 19 October.

Summary by Sourcery

Run Dependabot pull requests on GitHub-hosted runners while preserving Ubicloud placement for eligible paid lanes and main-branch pushes.

New Features:

  • Route Dependabot pull-request jobs to GitHub-hosted runners across paid CI, verification, property-test, and benchmark workflows.

Enhancements:

  • Extend workflow runner contracts to require the Dependabot author guard and recognize both hosted-first and paid-first runner-selection forms.
  • Use the pull request author rather than the triggering actor when selecting runners, while keeping main pushes on Ubicloud.
  • Update the developer guide and runner-placement documentation to describe Dependabot routing and its cold-cache implications.

Tests:

  • Strengthen workflow contract parsing and validation to cover Dependabot runner guards and reject missing or actor-based selectors.

Selector proof

Selector proof: natural Dependabot runs on ubuntu-latest, all green: https://github.com/leynos/actix-v2a/actions/runs/39958329992, https://github.com/leynos/typos-config-builder/actions/runs/39990740324, https://github.com/leynos/agentland/actions/runs/39965006591; and a main push staying on ubicloud-standard-2: https://github.com/leynos/typos-config-builder/actions/runs/39181228629.

Reviewer's Guide

This PR rolls out the established runner-selection pattern so Dependabot pull requests on the public repository use ubuntu-latest without charge, while normal eligible pull requests continue using Ubicloud. It applies the author-based condition to all paid pull-request lanes, handles benchmark jobs' combined event/fork/author condition, documents the behavior, and strengthens workflow contracts to require the new guard.

Summary

  • Route Dependabot-authored pull requests to GitHub-hosted runners across CI, Kani, property-test and benchmark workflows. Keep eligible non-fork, non-Dependabot pull requests on Ubicloud.
  • Use github.event.pull_request.user.login to identify Dependabot, including on reruns. Keep pushes to main on Ubicloud.
  • Extend the workflow contract to require Dependabot guards on paid pull-request lanes. Use the non-Dependabot guard for benchmark jobs that also run on a schedule.
  • Refactor runner-arm parsing in the workflow contract helpers.
  • See DF12-89 for the stated rationale and implementation pattern.

Verification

The PR description reports 522 passing workflow-contract doctests, a clean mdtablefix --check, and passing mutation checks. These results were not independently verified.

No new execplan document was identified.

Walkthrough

Pull request workflows now select GitHub-hosted runners for fork and Dependabot-authored pull requests. Contract helpers and tests recognize the Dependabot author condition. The developer guide documents the updated runner rules and affected jobs.

Full details: Docstring Coverage

Explanation

Docstring coverage is 100.00% which is sufficient. The required threshold is 80.00%. Docstring coverage is scoped to functions touched by this diff. Analyzed 6 functions across 2 files. (1 skipped: 1 unsupported.)

Full details: Testing (Overall)

Explanation

Accept the testing coverage. The six changed runner selectors are checked through workflow_names() and load_workflow(), which read every workflow file (tests/workflow_contracts/workflow_support.py:81-85,139-150). test_paid_pull_request_lanes_fall_back_for_forks now requires both NON_FORK_GUARD and NON_DEPENDABOT_GUARD, and requires the fallback arm to use a GitHub-hosted label (tests/workflow_contracts/runner_placement_test.py:174-207). The parser distinguishes the hosted-first combined form from the paid-first benchmark form and recognises the exact author guard (tests/workflow_contracts/workflow_support.py:218-274). Its doctests cover both forms and reject line-broken expressions (tests/workflow_contracts/workflow_support.py:307-353). The Makefile runs these tests with --doctest-modules (Makefile:145-154). These are substantive configuration-contract tests that would fail for a missing Dependabot arm, an actor check, or an incorrect runner arm; they do not rely on mocks or vacuous assertions.

Full details: User-Facing Documentation

Explanation

PASS: The pull request changes internal GitHub Actions runner placement for pull-request jobs. It does not change the Chutoro API, CLI, or end-user behaviour. The contributor-facing runner policy is documented in docs/developers-guide.md, including Dependabot selection and the job inventory. docs/users-guide.md correctly remains focused on downstream API consumers, so no user-guide update is required.

Full details: Module-Level Documentation

Explanation

Pass. The pull request changes two Python modules, and both retain clear module docstrings. tests/workflow_contracts/workflow_support.py:1-7 explains the shared parsing helpers, their utility, and their relationship to the workflow contract tests. tests/workflow_contracts/runner_placement_test.py:1-19 explains the runner-placement contract, its purpose, and its relationship to the developer feedback path. The other changed files are YAML workflows or Markdown documentation, not Python modules.

Full details: Testing (Unit And Behavioural)

Explanation

Mark this check PASS. The change adds meaningful workflow-contract coverage at the actual YAML boundary. runner_placement_test.py:174-207 loads every workflow and requires paid pull-request lanes to include both the non-fork and non-Dependabot guards, with a hosted fallback. workflow_support.py:257-274 and its doctests cover both runner-arm orders, guard extraction, plain labels, unrecognised conditions, and line-break rejection. Existing contract tests also cover workflow-reading error paths (workflow_reading_test.py:35-95). The Makefile runs these tests with pytest and doctests (Makefile:145-154). This is appropriate behavioural coverage for the declarative workflow integration and is not limited to mocks or private seams.

Full details: Testing (Property / Proof)

Explanation

Keep the existing parameterized contract tests; do not add a property test or exhaustive proof. The change adds finite runner-selection rules in YAML and Python, not a Rust invariant, lemma, or proof assumption. runner_placement_test.py:110-124 checks all workflows and approved paid jobs, while runner_placement_test.py:174-207 checks the fork and Dependabot guards for every paid pull-request lane. workflow_support.py:257-274 handles the two recognized runner forms, with doctest examples at workflow_support.py:307-342. This small, complete configuration table is more suitable than property-based testing.

Full details: Testing (Compile-Time / Ui)

Explanation

PASS. The pull request changes GitHub Actions YAML, Markdown, and Python contract tests; it introduces no Rust or TypeScript compile-time behaviour, so a trybuild-equivalent test is not required. The structured runner-selection behaviour has focused semantic coverage: tests/workflow_contracts/workflow_support.py:257-274 normalizes both runner-arm forms, and runner_placement_test.py:174-207 requires the non-fork, non-Dependabot guards and a hosted fallback. Doctests cover both selector variants at workflow_support.py:307-353, and Makefile:150-154 runs the workflow contracts with --doctest-modules. Whole-file snapshots are not appropriate here because they would be brittle; the explicit guard and label assertions encode the meaningful expectations.

Full details: Unit Architecture

Explanation

Pass the Unit Architecture check. The pull request changes only GitHub workflow runner selection, documentation, and pure workflow-contract parsing/tests. The new conditional_runner path remains a read-only query over parsed YAML; _runner_from_arms has explicit inputs and output and performs no I/O, mutation, network call, clock access, or hidden side-effect. The workflow expressions make the runner policy explicit, and the tests verify the guard contract. No new application command, fallible operation, dependency boundary, or mixed-responsibility unit is introduced.

Full details: Domain Architecture

Explanation

PASS: The pull request changes GitHub Actions runner selection, workflow-contract test helpers, tests, and developer documentation only. The diff does not change domain logic, domain models, commands, repositories, adapters, or transport and persistence boundaries. Therefore it does not introduce a Domain Architecture violation.

Full details: Developer Documentation

Explanation

Update the design documentation before merging. The changed workflows add a Dependabot-author fallback and use github.event.pull_request.user.login, but docs/property-testing-design.md:765-783 and its runner blueprints at :895-918 still document only the fork condition. docs/chutoro-design.md:1391-1401 still records the old property-runner design, including an 8-core Ubicloud PR runner. The developer guide inventory now includes Dependabot, but no design document or ADR records this runner decision and its hosted-runner trade-off.

Resolution

Update docs/property-testing-design.md and docs/chutoro-design.md with the Dependabot fallback, the pull_request.user.login author check, the paid-versus-hosted runner trade-off, and the current runner shape. Record the 19 October 2026 decision in the appropriate design document or an ADR. Keep the developer-guide inventory aligned with the workflow expressions.

Full details: Observability

Explanation

The pull request changes runner placement for Dependabot jobs in four workflows, but it adds no observability at the runner-selection decision. The new expressions are in .github/workflows/ci.yml:19-22, 231-234, .github/workflows/kani-pr.yml:50-53, .github/workflows/property-tests.yml:38-41, and .github/workflows/benchmark-regressions.yml:34-38, 81-85. The existing cache and disk summaries are unchanged and cover only some jobs; the benchmark and property lanes have no runner or timing summary. The documentation describes the cold-cache consequence, but it is not runtime observability. This leaves hosted-runner queueing, cold-cache degradation, and an incorrect author classification difficult to diagnose from run output.

Resolution

Add an always-running, bounded runner-observation step to every affected job. Write the job name, event class, fork flag, Dependabot flag, runner.environment, runner.os, runner.arch, elapsed job or key-step time, and relevant cache hit/miss state to GITHUB_STEP_SUMMARY or a retained artifact. Do not write the raw pull-request login. Extend the existing cache/disk summaries instead of creating duplicate signals, and add a bounded workflow metric for runner class, duration, cache outcome, and failure category so maintainers can detect hosted-queue or cold-cache degradation without reading the selector source.

P1 Badge Keep workflow_support.py within the 400-line limit

This change grows workflow_support.py from 389 to 423 lines, exceeding the repository's explicit 400-line maximum for code files. Extract the conditional-runner parsing and its guard definitions into a focused helper module so future workflow-contract changes do not further enlarge this already over-limit shared module.

GitHub-hosted minutes cost nothing on a public repository, so a pull request
authored by dependabot[bot] now falls back to ubuntu-latest like a fork's.
The expression tests pull_request.user.login rather than github.actor, which
changes when someone re-runs or pushes. A push to main has no pull_request
payload and stays on Ubicloud, so main still writes the cache.

`workflow_support.py` gains a `NON_DEPENDABOT_GUARD`: the conditional-runner reader accepts the combined fork/Dependabot condition (and the benchmark lanes' `!= 'dependabot[bot]'` atom) and `runner_placement_test.py` requires the guard on every paid pull-request lane. The two `benchmark-regressions.yml` lanes (which put the paid label first) carry the positive form `&& github.event.pull_request.user.login != 'dependabot[bot]'`. Bespoke contract, so this PR takes the full review gate.
