Reviewer's GuideThe PR makes Whitaker a distinct, sequential Rust lint leaf and explicitly binds it to every workspace package through Make-owned Cargo flags, with contract tests covering scope protection, ordering, and failure propagation; documentation also records the current fragment-free behavior and the unresolved immutable suite-distribution dependency. Split Rust linting into explicit Clippy, Whitaker, and spelling leaves. Keep the Whitaker invocation fail-closed and outside the Linux dev-fast route while forwarding an audited fixed package set to Cargo.
Keep aggregate lint and workflow-isolation contracts aligned with the explicit Clippy, Whitaker, and spelling target hierarchy.
Replace unsupported Make prerequisite ordering with sequential recursive leaf calls. Preserve caller-supplied Makefiles so test overrides and injected tools remain effective in every lint layer.

Make the lint-order tests use the platform's Cargo route
On macOS or Windows, DEV_FAST_HOST_IS_LINUX is empty and rust-lint correctly emits probe-cargo clippy without the Linux-only --config fragment, so this index() raises ValueError whenever the full unit suite is run there. The same Linux-specific literal was added to test_portable_lint_orchestration_preserves_leaf_order; force the Linux selector explicitly or locate the platform-neutral Clippy invocation in both tests.

Confirmed and fixed in b3e9d05 — thank you, this was a real defect and my earlier OS=Windows_NT check had been a false negative.
Why the simulation was wrong: DEV_FAST_HOST_IS_LINUX is computed from $(shell uname -s), not from OS, so overriding OS never reached the branch under test. Forcing the variable directly reproduces exactly what you describe:
$ make --dry-run -s -f Makefile CARGO=probe-cargo WHITAKER=probe-whitaker \
MAKEFLAGS= DEV_FAST_HOST_IS_LINUX= rust-lint | grep -c 'clippy --all-targets'
1
$ make ... | grep -c 'probe-cargo --config ../tools/dev-fast/config.toml clippy'
0The leaf is still emitted; only the --config fragment disappears. So index() on that literal raises ValueError on any non-Linux host.
Fix: both sites now locate the platform-neutral leaf. _CLIPPY_LEAF = " clippy --all-targets" is defined in test_whitaker_make_contract.py and test_dev_fast_contract.py, and I verified it appears exactly once on both routes (Linux and forced non-Linux, at rust-lint and at lint), so index() stays unambiguous either way.
One thing I did beyond the report: the second site, test_portable_lint_orchestration_preserves_leaf_order, was still asserting the order only on the Linux route. Rather than just make it portable, I added test_leaf_order_is_identical_on_both_cargo_routes, which drives DEV_FAST_HOST_IS_LINUX=yes and ="" and asserts the full python-lint < clippy < whitaker < spelling < workflow_lint order on each. Ordering is a property of the prerequisite graph, not the toolchain in front of it, so a change reordering only the stable route now fails too.

Validate the fixed package list against the workspace
When another member is added to rust/Cargo.toml, this independent hard-coded list remains unchanged, so lint-whitaker silently skips the new package while test_whitaker_target_covers_the_exact_workspace_packages still passes because its _PACKAGES tuple duplicates the same stale three names. Compare this list with Cargo workspace metadata in the contract test, or derive the arguments from that metadata, so the promised every-target lint gate cannot drift.

Confirmed and fixed in b3e9d05. This one I could reproduce exactly as described, and the pre-fix result is worth recording because it is the whole finding:
# workspaces members -> 4, ahead of the fix (HEAD~1 test file, literal _PACKAGES)
$ uv run ... pytest cuprum/unittests/test_whitaker_make_contract.py -q
11 passed # <-- the drift was invisibleSo a fourth member added to rust/Cargo.toml left lint-whitaker skipping it while every contract test still passed, because the test's _PACKAGES duplicated the same three names. The test was checking the Makefile against a copy of itself.
Fix: _workspace_packages() reads rust/Cargo.toml with tomllib (already a stdlib import in this tree) and returns the manifest's members. _expected_cargo_arguments() builds the expected --package … list from that, and all four assertions that previously compared against the literal now compare against the manifest. I chose to read the manifest in the test rather than derive the Makefile value from Cargo at build time: the Makefile must not shell out to Cargo to decide what to lint, and an independent reader in the test is what makes the two lists able to disagree.
Same mutation, after the fix:
$ sed -i 's/"cuprum-native-io"\]/"cuprum-native-io", "cuprum-extra"]/' rust/Cargo.toml
$ uv run ... pytest cuprum/unittests/test_whitaker_make_contract.py -q
5 failed, 7 passed # every-package promise is now checkableThe guide sentence at docs/developers-guide.md:412 that named only WHITAKER_PACKAGES is updated to record both the full override chain and the manifest-backed check.

The guide described the Whitaker lint suite as an artefact the estate could not yet distribute, tracking that as a missing capability. That premise is wrong: the suite is a rolling release, and `rolling-release.yml` publishes prebuilt lint libraries for every commit to `main`, named `whitaker-lints-<sha>-<toolchain>-<target>.tar.zst` beside a per-target manifest naming the same `git_sha`. The installer checksum-verifies each archive against that manifest, because `VerificationPolicy::default()` requires one. The distribution model is deliberate rather than incomplete. What is genuinely missing is narrower, and this rewrite states each part against its evidence: - Retention. Assets live under one `rolling` tag that is moved, not recreated, and each publish deletes the superseded lint archives, so only the tip's suite survives. `--suite-version` therefore forces a source build. This also corrects an earlier draft of this paragraph, which had the tag deleted and recreated per push; Whitaker PR 413 replaced exactly that delete-then-create pair because a downstream consumer resolved `rolling` inside the resulting six-to-seven-second gap and silently fell back to a source build. - Pinning. `--suite-version` and `SuiteRef` arrive in installer 0.2.8, so they are absent from the 0.2.7 this repository pins. - Fail-closed installation. The installer still maps prebuilt-suite failures to `Fallback`, and `--no-source-fallback` is on `main` but in no release yet. The claim that the local binding is "fail-closed" is also disambiguated: it is fail-closed about scope, not about installation, the two readings having sat one sentence apart. CodeRabbit's two findings were reproduced against the real Makefile before being fixed, and both were worse than reported. Finding 1 (caller `CARGO_FLAGS` reaching Whitaker) was confirmed, and an adjacent hole the review did not mention was found: `WHITAKER_PACKAGES` was `override`n but `WHITAKER_PACKAGE_FLAGS`, derived from it, was not. A caller could pass `WHITAKER_PACKAGE_FLAGS=--package evil` and displace every audited package while the list itself still looked intact. Both are now `override`n and the audited flag list no longer forwards a caller-overridable variable. Finding 2 (an `include`d fragment applied twice) was confirmed and compounds per recursion level: a `CARGO_FLAGS += ...` override appeared once at `lint-clippy`, twice at `rust-lint`, and three times at `lint`. The review's prescribed remedy is not implementable — GNU Make records `-f` inputs and files reached through `include` in the same `MAKEFILE_LIST` with nothing to tell them apart, so "forward only explicit `-f` inputs" cannot be expressed. The recursion is removed instead: the leaves are plain prerequisites of their aggregate, so one Make process reads the caller's `-f` file directly and there is no forwarding to get wrong. The fragment is now applied exactly once at every level. `.NOTPARALLEL: lint rust-lint` serializes both subtrees. The prerequisites on `.NOTPARALLEL` are themselves GNU Make 4.4-only, so this does not depend on them: Make 4.3 ignores them and serializes the whole run, while 4.4 scopes them to the two named subtrees. Both directions were verified against real 4.3 and 4.4 binaries, and the leaves ran in stable order under -j8 on each. As before, `.WAIT` is avoided precisely because it is 4.4-only. Regression tests cover both findings and each was mutation-tested: restoring the injection or the recursion makes the new tests fail. Co-Authored-By: Claude Code <noreply@anthropic.com>

Three review findings, all verified against the live Makefile first. The lint-order tests anchored on `probe-cargo --config ../tools/dev-fast/config.toml clippy`, which is the Linux spelling only. `RUST_DEBUG_CARGO` prepends that toolchain and fragment on Linux and nothing at all elsewhere, so `index()` raised `ValueError` on macOS and Windows even though the leaf order under test was unaffected. Both sites now locate the platform-neutral `clippy --all-targets` leaf, which a probe confirms appears exactly once on either route. The dev-fast contract gained `test_leaf_order_is_identical_on_both_cargo_routes` so the order is asserted on both selectors rather than only the Linux one. The contract tests duplicated the workspace members as a literal, so the Makefile's list and the test's list could drift together and both look correct. `_workspace_packages` now reads `rust/Cargo.toml` with tomllib, which makes the every-package promise checkable: adding a fourth member fails five assertions in this module. `WHITAKER_CARGO_FLAGS` is the variable the recipe actually expands, and it was already `override`n, but nothing tested it — a caller could replace the whole audited flag list without touching either protected intermediate. `test_caller_cargo_flag_variable_cannot_reach_whitaker` now covers that, the way the package-list and derived-flags tests cover theirs. Each new test was mutation-tested: un-overriding either variable, or adding a workspace member, fails it. The developer guide's scope paragraph named only `WHITAKER_PACKAGES`; it now records the full `override` chain and the manifest-backed check. Co-Authored-By: Claude Code <noreply@anthropic.com>

Problem
The repository already runs Whitaker, but the Make contract combines Rustdoc,
Clippy, and Whitaker in one leaf and relies on Whitaker's library selector
rather than declaring the Cargo package set. That makes package coverage and
failure propagation harder to prove independently.
This layer makes the gate explicit and testable across every Rust workspace
package. It is locally complete, but the estate cannot yet guarantee the
fail-closed, binary-only Whitaker installation the final layer depends on (see
"Merge blocker" below).

CodeRabbit raised two findings against
8a0abce8. Both were reproduced againstthe real Makefile before being fixed. Both were wider than reported.
Caller-controlled Cargo options reached Whitaker.
CARGO_FLAGSiscaller-overridable, and forwarding it let a caller append
--config ../tools/dev-fast/config.tomlafter Whitaker's--separator,acquiring the development fragment on a route that must stay fragment-free.
Reproduced, then closed: the audited flag list is now

The reported finding did not catch an adjacent hole.
WHITAKER_PACKAGESwasoverriden, butWHITAKER_PACKAGE_FLAGS, derived from it, was not:WHITAKER_PACKAGE_FLAGS=--package evildisplaced all three audited packageswhile the list itself still looked intact. Both are now
overriden.An
included override fragment applied more than once. A caller-ffilethat included a fragment containing
CARGO_FLAGS += --fragment-markerleft themarker applied once at
lint-clippy, twice atrust-lint, and three times atlint: the duplication compounded per recursion level, so "applied twice"understated the
lintcase.The prescribed remedy — forward only the outer invocation's explicit
-finputs — is not implementable. GNU Make records
-finputs and files reachedthrough
includein the sameMAKEFILE_LISTwith no attribute distinguishingthem. The dedupe was built and proved insufficient: a fragment reached through

-fandincludestill applies twice.The recursion is therefore removed rather than repaired. The leaves are plain
prerequisites of their aggregate, so one Make process reads the caller's

.NOTPARALLEL: lint rust-lintsupplies the ordering; itsprerequisites are GNU Make 4.4-only, but the fix does not depend on them —
4.3 ignores them and serializes the whole run, 4.4 scopes them to the two named
subtrees. Both were verified against real 4.3 and 4.4 binaries, with the leaves
stable across repeated
-j8runs on each..WAITremains avoided for theoriginal 4.4-only reason.
Regression tests cover both findings, parametrized across all three lint
levels, and each was mutation-tested: restoring the injection or the recursion
