Move build and coverage jobs to ubicloud-standard-4 - #559
Moves wildside's ci.ymlbuild and coverage jobs and coverage-main.yml's coverage-upload job from ubicloud-standard-8 to ubicloud-standard-4, on the user's ruling of 23 October 2026 that wildside moves to the smaller runner. Only the managed arm changes: the fork fallback (ubuntu-latest) and its same-indent continuation line are intact.
Ubicloud bills a flat rate per vCPU (standard-4 $0.0025/min, standard-8 $0.005/min). A warm run costs about 40% less on standard-4 than the ledger's standard-8 figures. The trials were dispatches on a measurement branch (not part of this PR) with a sampler reading /proc/stat every 10 s (steal excluded).
For comparison, the ledger's standard-8 figures: build cold 70m32s (run 33921794209), warm 14m27s to 19m35s; coverage warm 7m29s. The cold standard-4 build is about 16 minutes slower than the cold standard-8 build.
Timers: buildtimeout-minutes goes from 90 to 120, because the cold run took 86m46s and 90 would leave four minutes; a new contract holds it there. coverage and coverage-upload stay at 120 minutes with the 5,400 s cargo watchdog (cold coverage took 17m02s). build sets no cargo watchdog, and the cold build passed under the default and nextest's 60-minute global timeout, so no inner budget needed raising.
Also changed: .github/actionlint.yaml and the managed-label set in workflow_inventory.py, one docstring, and the developers' guide (placement section with the measurement table, timer table). Peak memory fits 16 GiB with headroom and minimum free disk was over 65 GiB.
Mutation proof (each applied alone and reverted):
build label back to standard-8: fails test_build_jobs_keep_their_reviewed_label_and_a_timeout[ci.yml-build] and test_actionlint_registers_every_managed_label_in_use
coverage-upload label back to standard-8: fails the same two tests for that job
registry back to standard-8: fails test_actionlint_registers_every_managed_label_in_use
build timeout back to 90: fails the new test_the_build_ceiling_clears_the_cold_standard_4_run
Gates, re-run after rebasing onto d53c606 (make deps first): make test-workflow-contracts (619 passed, 1 skipped), make lint-actions, make test-lint-actions, make typecheck-python, make lint-python and make check-fmt-python all exit 0, and the Markdown format check passes. No Rust or frontend code changed.
Measurement note: the table is from the 17 October trials, which ran on ubicloud-standard-4 with the /proc/stat sampler (steal excluded) on dispatch-only measurement branches; one cold and one warm run per job, so no further run was taken for this PR (a cold run is a cache writer and takes about 87 minutes). The first main push after merge is the next reading and goes in the follow-up report.
Open PRs touching the same workflow files: Dependabot PRs #535 and #526 (they rebase). #553 (Dependabot jobs on hosted runners) and #573 (the shared-actions repin) have merged; the selector keeps the Dependabot arm.
Summary by Sourcery
Reduce CI runner capacity for build and coverage workloads based on measured usage while preserving sufficient timeout headroom for cold-cache builds.
Enhancements:
Move the managed build, coverage, and coverage-upload jobs to the measured ubicloud-standard-4 runner and increase the build timeout to accommodate cold-cache runs.
Update runner validation, workflow contract tests, and developer guidance to document and enforce the new runner allocation and timing requirements.
Documentation:
Document the runner measurements, resource usage, job timers, and updated managed-runner placement.
Tests:
Add workflow contract coverage ensuring the build timeout accommodates the measured cold standard-4 run.
It looks like this branch is under active development. To avoid overwhelming you with review comments due to an influx of new commits, CodeRabbit has automatically paused this review. You can configure this behavior by changing the reviews.auto_review.auto_pause_after_reviewed_commits setting.
Move the managed build and coverage jobs in ci.yml and the coverage-upload job in coverage-main.yml to ubicloud-standard-4. Keep the ubuntu-latest fork fallback unchanged.
Increase the build timeout from 90 to 120 minutes. Keep the coverage timeouts and 5,400-second cargo watchdog unchanged.
Update the managed-runner label registry, workflow contract tests, and developer guidance. Add a contract test for the build timeout.
Record the reported standard-4 trial results: warm build 21m03s, warm coverage 8m15s, cold build 86m46s, and cold coverage 17m02s. The reported cold standard-8 build took 70m32s.
Validation
The author reports that make test-workflow-contracts passed: 615 passed, 1 skipped.
The author reports that type-checking, linting and formatting gates passed.
make test-scripts failed during collection with No module named 'cuprum'. The author reports the same failure on a clean origin/main checkout.
Rust and frontend tests, and clippy, were not run because no Rust or frontend code changed.
No new execplan or directly relevant design document was identified in the supplied changes.
Walkthrough
The build, coverage and coverage-upload jobs switch from ubicloud-standard-8 to ubicloud-standard-4 for trusted runs. The build timeout increases from 90 to 120 minutes. Documentation and workflow contract checks reflect the updated runner label and timeout.

Full details: Title check
Explanation
The title "Move build and coverage jobs to ubicloud-standard-4" matches the main change. The changeset moves the build and coverage jobs in ci.yml and the coverage-upload job in coverage-main.yml from ubicloud-standard-8 to ubicloud-standard-4. The title omits the coverage-upload job and the timeout increase, but it describes a real and central part of the change. The title-requirements tag asks for a roadmap item or issue reference only when one exists. The PR description references DF12-91, but that is a ticket reference, not a roadmap item or GitHub issue number, so no reference is required.
Full details: Testing (Overall)
Explanation
Keep the change. The workflow contract tests exercise the changed behaviour: BUILD_JOBS covers ci.yml:build, ci.yml:coverage, and coverage-main.yml:coverage-upload; test_build_jobs_keep_their_reviewed_label_and_a_timeout parses each runs-on value and checks the managed label plus hosted fallback; the placement tests validate the fork expression; and the new build test rejects a ceiling below 120 minutes. Existing timeout-ordering tests cover the coverage ceilings. These are direct configuration assertions with meaningful failure cases, not mocks or vacuous coverage.
Full details: User-Facing Documentation
Explanation
Pass this check. The pull request changes CI runner placement and build timeout only. These are internal developer and infrastructure behaviours, not user-facing product functionality. The pull request updates docs/developers-guide.md, while docs/users-guide.md remains correctly focused on server behaviour and local preview use. No users-guide or migration update is required.
Full details: Developer Documentation
Explanation
Pass this check. Document the new ubicloud-standard-4 placement, fork fallback, measured runner data, disk and memory limits, and the build timeout in docs/developers-guide.md:238-298. Document the timer effect in docs/developers-guide.md:2469-2483. The reviewed diff adds no new API or architectural boundary, no new execplan, and no completed roadmap item. No additional ADR update is required for this small CI runner configuration decision.
Full details: Module-Level Documentation
Explanation
All three changed Python modules retain clear module docstrings. codescene_publisher_scenarios_test.py explains the publisher contract and its relationship to the workflow and make test-workflow-contracts (lines 1–16). tool_installation_test.py states the CI contract purpose and scope (lines 1–7). workflow_inventory.py explains its shared role for workflow-contract suites (lines 1–6). The pull request adds no undocumented module.
Full details: Testing (Unit And Behavioural)
Explanation
The pull request adds and updates meaningful workflow-contract coverage. tool_installation_test.py:331-370 checks managed runner labels, fork fallbacks, declared timeouts, and the new 120-minute cold-run ceiling. cache_ownership_test.py:214-230 checks that labels used by the real workflow files are registered with actionlint. runner_placement_test.py:102-201 checks the functional fork-runner boundary. These tests parse the actual GitHub Actions workflows and run in the CI contract gate at .github/workflows/ci.yml:408-412; they are not tests of private helpers, mocks, or only synthetic seams. The changed workflows and runner registry are therefore covered by appropriate behavioural contract tests.
Full details: Testing (Property / Proof)
Explanation
Keep the parameterized contract tests. This change covers a small, fixed table of workflow jobs, not a broad input, state, ordering, or transition space. BUILD_JOBS enumerates three jobs in tests/workflow_contracts/workflow_inventory.py:35-41, and the existing test checks each job's managed label and timeout in tests/workflow_contracts/tool_installation_test.py:331-354. The new build check targets one fixed job and one threshold in tests/workflow_contracts/tool_installation_test.py:357-370. No lemma or proof assumption is introduced. A property test or exhaustive proof is therefore not required.
Full details: Testing (Compile-Time / Ui)
Explanation
PASS: The pull request changes GitHub Actions runner labels, job timeouts, documentation, and Python workflow-contract tests. It does not change Rust or TypeScript compile-time behaviour, nor does it introduce text, structured, multi-variant, or UI-adjacent output that requires snapshot tests. The added Python contract test directly checks the new build timeout.
Full details: Unit Architecture
Explanation
Pass this check. The pull request changes only GitHub Actions runner labels and timeout settings, workflow documentation, and workflow-contract tests. It adds no product query, command, fallible operation, dependency boundary, stateful service, or side-effecting application unit. The added test only reads parsed workflow data and asserts the build timeout; it does not introduce hidden I/O, network access, mutation, or ambient dependencies. The diff therefore introduces no Unit Architecture violation.
Full details: Domain Architecture
Explanation
Keep the change. The pull request changes only GitHub Actions runner labels and timeouts, workflow-contract tests, documentation, and runner-label configuration. It does not change domain logic, commands, repositories, adapters, transport, persistence, or framework boundaries. No explicit Domain Architecture failure condition is introduced.
Full details: Observability
Explanation
Pass. Treat the CI runner resize as sufficiently observable. The changed workflow comments record wall time, busy-core averages, p95/max, peak memory, cache-hit rates, and trial-run links (.github/workflows/ci.yml:60-78, :683-690; .github/workflows/coverage-main.yml:41-48). The developer guide records the same measurements and minimum free disk (docs/developers-guide.md:275-299). Existing always() steps publish sccache statistics and cache keys/hit status in job summaries (ci.yml:568-594, :865-882; coverage-main.yml:248-293). Job timeouts and the cargo watchdog expose overrun failures. This change adds no service, storage, queue, or asynchronous process boundary, so tracing and new alerts are not required.
Set four-vCPU runners on their way. Give the cold build more time to stay. Keep fork jobs on their existing track. Record the measurements for the next run back. Align each label, test, and guide.
Moves wildside's managed build and coverage workloads from ubicloud-standard-8 to the measured, lower-cost ubicloud-standard-4 runner, updates runner registries and contract tests, and raises build's timeout to 120 minutes to cover cold-cache runs while preserving fork routing and coverage watchdog limits.

Line 2609 still says the build job has a 90-minute ceiling. The job now declares 120 minutes, as the table at Line 2481 states. Change this sentence to 120 minutes so the timeout guidance is consistent.

Measured on 2026-10-17 with a /proc/stat sampler: on four vCPU a warm
build took 21m03s at 1.41 busy cores on average and a warm coverage
run 8m15s at 1.70, peak memory 4.0 GiB. A cold build with no cache to
restore took 86m46s at 0.88 busy cores (peak 5.7 GiB), and a cold
coverage run 17m02s. Eight vCPU were never more than half used.
ci.yml build and coverage and coverage-main.yml coverage-upload move
from ubicloud-standard-8 to ubicloud-standard-4, with the fork fallback
arm unchanged. build's timeout-minutes goes from 90 to 120 so the cold
run keeps a margin, and a contract now holds it there. The managed
label set, the actionlint registry and the developers' guide follow.
@coderabbitai CI and CodeScene are green at this head. This change moves wildside's build and coverage jobs and coverage-main.yml's coverage-upload job from ubicloud-standard-8 to ubicloud-standard-4 on the user's 30 October instruction, keeps the fork and Dependabot arms of the selector intact, raises build to a 120-minute ceiling (the cold standard-4 run took 86m46s), and updates the runner-label contracts, actionlint registry and developers' guide. The measurements are from the 17 October sampler trials (one cold and one warm run on standard-4), cited in the body.
