feat: add rust wasm providers

Summary

• add Trunk and wasm-pack providers for Rust WebAssembly workflows
• cover release asset URL/platform handling with provider tests
• update provider counts and build-tool docs to 140 providers
• sync Cargo.lock workspace package versions with the v0.9.1 workspace version
