Context-aware #175 regression preservation (TEST ONLY, no functional rollback)

Why not merge #175 verbatim: old MmsCanonicalStaticRcbCandidatePager uses plain numeric offset. Current staging has an association- and catalog-content-bound opaque continuation-token pager MmsCanonicalStaticRcbCatalogPager, plus tests for 66/300 RCB cases, stale catalog mutation, association reconnection, exact FC/family and DataSet discrimination. Overwriting current engine sources with #175 would regress those invariants.

Gate:

Source tracking: #144, #175, #192.

…ut downgrading staged resolver

Port #175's exact five synthetic identity/SCL behavior regressions as test-only. Keep newer endpoint-verified matcher, association-bound RCB catalog pager and advanced control/RCB/SMV code unchanged. Qualification requires full Windows CI before staging merge.
