P0 implementation of #730

Source: ui/p0-smv-coolblue-normal-window-20261024 branched from RC #727 exact head f27ca68e6343ff0b291a343a583ff01d54bbe5a7. Target: release/arsas-integrated-rc0-20261024 (not main).

Implemented

• Canonical SMV-aligned Cool Blue resource tokens for panel, alternating grid rows, headers, dividers, hover and selected state; legacy Greige resource keys now point at the same cool-blue palette for backward compatibility.
• Updated shared ModernDataGrid, Command Grid, IO FAT grid, industrial header, card and button gradients to eliminate warm beige/brown styling.
• Removed runtime force-overriding of all MainWindow DataGrid row backgrounds, preserving scoped SMV measurement styles and non-style bindings.
• Removed forced WindowState=Maximized from XAML and runtime adapter, for both MainWindow and independent IO List FAT.
• Added one-time, pre-first-paint work-area-aware window sizing/centering on Loaded. After startup user has full native resize/move/maximize/restore control. Hidden FAT donor windows with Manual placement are excluded.
• Updated previously contradictory theme/startup regression tests and added focused P0 guards.

Strict scope

UI style and startup bounds only; no changes to engine, MMS/GOOSE/SMV runtime, Report/SSOT, Command Dock command semantics, RCB, device interactions, SMV waveform/phasor code or Smart IP.

Review/qualification checklist

• Windows build + test suite at this PR's exact SHA.
• Validate XAML resource lookup during first paint and no desktop-size clamp side effect.
• SMV cool-blue snapshot tests and 8-tab screenshot comparison; grid card/button/header palette visually consistent.
• Check normal launch at 1366×768, 1600×900, 1920×1080 and DPI 100/125/150%; native maximize/restore, navigation and Command Dock without clipping.
• Existing 3-IED physical FAT remains a separate RC acceptance gate.
• Reconcile with other active RC threads before merge; no release/main promotion by this PR.

Fixes visual/UX scope in #730 when merged and accepted; PR remains draft until exact-SHA tests and visual operator signoff.

• First Build failure on previous SHA was the test-local undeclared app variable (CS0103), fixed at e4632126; latest build and regression passed.

No release/main merge or physical IED FAT evidence is asserted. Keep this PR as draft until final workflow and visual DPI/8-tab smoke acceptance.
