RC0 preview candidate: P0 + P1 premium GUI unified against the latest release staging

This PR is the one-shot visual integration candidate for the imminent RC release. It is not an installer release or main promotion, and is intentionally draft until operator can review the UI.

Exact integration provenance

• Current RC parent: 115655af103681d76f92270704526023083bfb60 (PR RC0 INTEGRATED — GUI P0/P1/P2 + SSOT/Write + main SV; physical release gates open #727).
• UI parent: c47a622037110a09ed1e16653aac0c44b5f40de2 (P0 P0 UI: one cool-blue design system + normal centered resizable workstation (#730) #731 + P1 P1 UI: unify premium cool-blue inputs, dropdowns, dialogs and empty states (#730) #732).
• Merge commit: 4de4df48a22c6f55ca24f4a91335f5613c49f9be, with both exact parents.
• Base and source diff: 16 UI/test files only. The one newer RC commit changed solely .github/workflows/release-windows.yml and PublicPrereleaseIsolationRegressionTests.cs, both preserved byte-for-byte in the merge tree.
• Source is already compiled/tested at P1 c47a622; the combined RC commit is new and requires its own exact-SHA checks, not a transitive assumption.

What changes

• Blue-white SMV-derived global semantic colors and compact workstation components across tabs.
• Consistent engineering grids, buttons, input, dropdowns, cards, scrollbars, GOOSE empty states and IED task dialog colors.
• Centered Normal window start with no forced maximize; user-resizable thereafter.
• Editable command ComboBox retains native text entry; Smart IP segmented octet editing untouched.
• Regression tests for tokens, focus, dialog contrast, window geometry, native combo safety and GOOSE selection states.

Operator preview

Existing, proven P0+P1 executable: ARSAS v1.6.42 portable GUI preview (GitHub artifact). This original P1 source uses the identical 16 GUI source files: the extra RC commit only changes workflow/test files, not app visual code. Download GitHub artifact ZIP, extract ARSAS-1.6.42-win-x64-portable.exe, and run on Windows x64. This is a preview, NOT the final signed/stable installer.

Release gates

• CI/build/engine tests/portable executable smoke at this merge commit SHA, check workflow outcomes including SCL interoperability and packaging.
• Preview GUI on Windows across all 8 tabs at 100%, 125%, 150% display scaling and common monitor sizes; inspect normal launch, tab switching, command dock scroll, GOOSE/SMV, IED control editor and IP wizard.
• Confirm exact-head physical FAT and command safety per RC RC0 INTEGRATED — GUI P0/P1/P2 + SSOT/Write + main SV; physical release gates open #727; no claims of physical IED control verification based only on CI.
• Merge this PR into RC only after preview approval and release owner coordination; downstream RC PR RC0 INTEGRATED — GUI P0/P1/P2 + SSOT/Write + main SV; physical release gates open #727 may then proceed through its existing release gates.
• Avoid merging P0 UI: one cool-blue design system + normal centered resizable workstation (#730) #731/P1 UI: unify premium cool-blue inputs, dropdowns, dialogs and empty states (#730) #732 again after integrating this combined PR, since this merge includes both parent histories.

Known independent RC warning

The current parent RC had SCL Interoperability R7 Build / IEC Interoperability Reference Guard failures in its newest workflow set. These are not cleared by UI CI and must be evaluated independently before release. Do not label the release fully green based solely on P0/P1 tests.

No IEC 61850 protocol or engine changes. Closes no active issue automatically; issue #730 remains a release validation tracker.

RC0 visual integration prepared for release — PR #733 (operator preview available)

The P0+P1 UI stack has been consolidated without merging anything to RC/main. Integration PR: #733

• Exact merge commit 4de4df48a22c6f55ca24f4a91335f5613c49f9be has 2 parents: current RC 115655af and verified P1 c47a622, which already contains P0.
• Compare against current RC: 16 UI/XAML/test files only, 0 workflow/release files, no lost newer RC commit. GitHub reports mergeable.
• Portable Windows x64 executable preview of the UI (P0+P1) already built/tested: https://github.com/masarray/arsas/actions/runs/40092556401/artifacts/12558784443 — GitHub artifact ZIP contains portable EXE. Current RC differs from the preview UI only by release workflow/test, not production visual files.
• Exact combined-RC build + IO testing are running on PR RC0 GUI RELEASE CANDIDATE: integrate proven P0+P1 cool-blue UX (#730) #733; do not reuse P1 green checks as proof of merged candidate.
• Please integrate only RC0 GUI RELEASE CANDIDATE: integrate proven P0+P1 cool-blue UX (#730) #733 into RC after operator previews, not P0 UI: one cool-blue design system + normal centered resizable workstation (#730) #731 and P1 UI: unify premium cool-blue inputs, dropdowns, dialogs and empty states (#730) #732 separately as that would duplicate the same change stack. Do not force-push other threads.

Independent release blockers seen on RC head 115655af: workflow SCL Interoperability R7 Build #40092125691 failed with Unqualified typed-control staging pin cannot replace physical R7/R10 authority; IEC 61850 Interoperability Reference Guard #40092125995 failed with Smart interoperability code-trial authority is malformed or was silently promoted. These failures were present on the unchanged RC parent and are not fixed, hidden, or waived by UI changes. Release owner should reconcile engine pin/evidence without weakening physical qualification gates.

Awaiting operator visual acceptance at 100/125/150% scaling, normal/restore/maximized positions, all tabs, GOOSE/SMV, smart IP wizard, and Command Dock. PR remains draft until user approves visuals and release owner reconciles independent physical R7/R10 interoperability authority blockers identified on the unchanged RC parent.

Integration instruction: once accepted, merge PR #733 only to release/arsas-integrated-rc0-20261024; this carries P0 #731 and P1 #732. Do not merge parent PRs again, skip physical acceptance, or push main/release automatically.

Download hotfix GUI preview: ARSAS v1.6.42 Windows x64 portable artifact #12564825815 (GitHub provides an artifact ZIP containing the EXE; extract and run). Do not use older preview #12560446537 for hotfix visual validation.

Changes: first launch 1740×960 DIP (fit to monitor work area), truthful current-session RCB enabled/active padlock UI, asynchronous shared Npcap adapter enumeration, no GOOSE model scan on tab selection, async route selection on IED quickstart with stale-selected-device guards. No engine/MMS command modifications.

NEXT: Exact merge-commit CI on #733 head 48808f is running (Build ARSAS #40105608250 / IO #40105608282). Require its completion and operator screenshots (window 1425×835 and 1709×895, RCB icon while live, GOOSE tab timing) before merge #733 into RC. Two pre-existing R7/R10 interoperability authority failures on the RC parent remain independent blockers; do not waive. Do not merge #735 again into RC/main (it is already in #733).

Scope and acceptance

1. GOOSE default All IEDs to show meaningful new publisher events even when SCL is not mapped; explicit selected-only filter still rejects unresolved identity. Filtered-empty message explains difference from raw frame counters and exposes 'Show all publishers'. The 512 pending/500 ring and 48/event UI flush remain canonical, no duplicate worker.
2. GOOSE LiteView no fixed 560-DIP MinHeight; default GOOSE Command Dock collapsed (user can expand and preference persists) to reclaim lower timeline and DataSet Inspector height.
3. SNTP PC IPv4 picker string now displays LocalAddress not internal SntpNetworkBinding type; no transport changes.
4. Last Report / Last GOOSE sections default collapsed, then remember user expansion per exact IED/page in bounded UI-only preference dictionaries across refresh/switch. No shadow MMS evidence.
5. New and amended regression tests prove default, manual override, structural read-only guards.

Still requires operator screenshot validation of GOOSE incoming 5 streams/79 frames and action Show all, SNTP selected IPv4, section persistence and responsive layout at 100/125/150% display scale. The FAT V2 timestamp grid may need horizontal scroll on this window width; not misrepresented as fully visible.

Integration: #736 is already included in #733; merge #733 only into RC once exact merged-head CI and visual acceptance pass. Preserve independent physical/control and release authority gates.
