RC0 field visual fixes: window utilization, active RCB badge and non-blocking GOOSE navigation

Reproduced in user screenshots: 1440×840 WPF DIP startup truncates columns and gives Command Dock little space; verified read-only RptEna-only lock visibility hides active caller-owned RCB; clicking GOOSE initiates both model compilation and synchronous native adapter enumeration on WPF dispatcher.

P2 incremental fix stacked over approved-to-preview RC0 GUI PR #733. Scope is 6 existing UI/presentation files + one new regression test, not engine/MMS/command paths.

Changes

• MainWindow normal centered startup preferred 1740×960 DIP; separate FAT window 1680×920; both clamped to monitor work area at 8 DIP margin on first paint, not maximized. Native resize/restoration remains user-owned.
• RCB's supplied padlock vector preserved; now visible for either 1) positive fresh same-association MMS RptEna read, or 2) RCB successfully activated by this ARSAS monitor association. Tooltip preserves evidentiary distinction. Remote in-use or stale state does not fabricate local ownership/verified RptEna.
• GOOSE activation no longer invokes Npcap NIC discovery or model catalog compilation synchronously on tab navigation. Adapter listing offloads native enumeration with Task.Run, UI collection modifications stay on dispatcher, explicit Start/Refresh Models retains original model behavior. No auto-capture.
• 3 regression tests guard width/height/maximize, caller-owned vs external RCB and no synchronous discovery on tab switch.

Acceptance / release

• Windows Build + full application regression on this PR head
• IO List Testing + native and portable EXE tests
• Field test 1425×835 and 1709×895 display, 100/125/150% DPI; visible timestamps/command controls
• Verify ownership icon on SG7_BCU when its current monitor has activated an RCB; hide on disconnect/remote-only lock; do not confuse RptEna proof
• Measure tab-switch latency with Npcap and 2 live IEDs; no UI stall. Source check does not alone prove frame render speed.
• Preserve latest changes in RC RC0 INTEGRATED — GUI P0/P1/P2 + SSOT/Write + main SV; physical release gates open #727; merge this PR into RC0 GUI RELEASE CANDIDATE: integrate proven P0+P1 cool-blue UX (#730) #733 first only after CI and field acceptance, then RC0 GUI RELEASE CANDIDATE: integrate proven P0+P1 cool-blue UX (#730) #733 to RC. No direct main, installer release or safety gate waiver.

RC parent still has independent IEC interoperability authority failures unrelated to this presentation fix.
