Goal
Land the shared policy and completed closure evidence for the stable-library and Skills audit, with
reconciled local work and no unresolved public or private queue item left without an owner.
Closes #7.
Milestone
Live remains open because release 0.1.3 correctly fails closed without a current six-hour IB paper
bundle. Issues #36 and #40 stay open;
reviews/2026-09-20-live-qualification.mdrecords the exactcompleted work and remaining provider-specific sequence.
Verification
Each issue commit records its focused checks. The complete ecosystem quality gates and workspace
audit pass, and six libraries plus Skills have current closure evidence. The milestone closes only
after the final Live GitHub, PyPI, and documentation identities pass.
