Fourth of the chat attachments PRs, stacked on #395: attaching files in the composer. Sent messages don't show their files until #403, so the two should merge together.
DELETE /chats/:chatId/files/:fileIdremoves an unsent upload, so a removed chip stops counting toward the 20 waiting files. Leaving a chat removes its unsent uploads too.UploadsNotFound, now a domain error the client matches by tag) brings the chips back as failed, to retry.Part of SUGA-1825
