docs: record Mission 3 preflight rejection (NO_BUMP)

The authorized Mission 3 preflight cannot start the required dynamic multi-Action attempt: the active Forge 2.7.24 composition binds every Mission criterion to the first accepted canonical COMPLETE Action and then closes the Mission. This report records AUTONOMY_E2E_ACCEPTANCE = NIET_GEHAALD and MISSION_EXECUTION_STATE = NIET_GESTART, with unchanged C01–C20 and concrete evidence aliases. No production reset, Mission selection/intake, provider planning, or replacement attempt was performed.

Adds the sanitized acceptance report and a README discovery link. Exact installed Forge/EP artifacts and authenticated compatibility passed; historical data, failures, cancelled/aborted reset operations and non-executed telemetry/export criteria remain explicit. Protected local evidence stays outside Git. Administrative documentation delivery is separate from the unstarted Mission and does not repair its acceptance.

Validation: bash scripts/validate.sh passed (746 tests discovered, one opt-in skip; version 2.7.24, offline projection, JSON parsing and whitespace checks passed). Separate independent administrative Quality and Security reviews passed the exact report and README contents; these are not Mission Action assurance records. No product code, policy, credentials, configuration, package version, or installation changes. NO_BUMP.

Bound to the existing owner task and the documentation reservation in #141 (L1-M3-OWNER-TASK-20260918); #142 remains ARCHITECT_2-owned. The original reset-revalidation delivery #147 remains complete and unchanged. No follow-up engineering assignment is created by this report.

Administrative completion for the existing owner task L1-M3-OWNER-TASK-20260918, for ARCHITECT_1 (#141) and ARCHITECT_2 (#142). PR #148 was protected-merged at 04bb525cae0043bac87ca605b0ee83bc1e1bef82 from reviewed candidate 557b41d866a7826e225f5ac9e2d716e4774e61b2. Required hosted checks passed; separate local validation discovered 746 tests with one opt-in skip, and independent administrative Quality/Security reviews passed. This closes only the report's pending-publication field, not Mission acceptance.

The decisive preflight blocker is verified in the active Forge 2.7.24 release bytes: after the first accepted canonical COMPLETE Action, the normal installed composition binds all criteria to its success evidence and closes the Mission instead of deriving evidence-dependent Action B. No runtime patch, Mission-specific selection/intake/planning, reset, service restart, replacement attempt or recovery was performed. T0 remains unset. C15 is proven; all other C01–C20 rows remain NIET_GEHAALD as explained in the report (unexecuted is not automatically defective).

Exact installed artifacts and authenticated Forge→HTTP→EP compatibility passed. Existing Forge dispatcher is IDLE; EP owning readback showed no currently executable effects. Historical failures, dispositions and checkpoint inconsistencies are retained. Prior owning reset operations remain CANCELLED/ABORTED, both dataset generations 0; no clean baseline or fresh reset backups are claimed. No new Mission telemetry or any of the four telemetry downloads exists. Protected evidence and the complete MD/JSON acceptance report remain local; no confidential locators or payloads are published.

No new engineering assignment is requested. The conditional live window was never activated; no product resource lease was acquired by this executor. Each architect retains authority over their own coordination holds. No further reset, repair campaign, self-update or backlog Mission follows from this handoff.
