Closes only PUBLIC_HANDOFF_DELIVERY after the sanitized acceptance report and BOOTSTRAP navigation were protected-merged in PR #153 at 3531c36. It preserves AUTONOMY_E2E_ACCEPTANCE = NIET_GEHAALD and every negative C01-C20 result. This administrative finalization is not a Mission Action and repairs no missing execution evidence.
Validation: PR #153 hosted checks all passed; this one-line status/binding update passes git diff --check.
