Scope
issue311-stateprotected State ref and all currently present lifecycle checkpoints (historical minimum 29), compare each Git Contents blob SHA to original bytes, verify no mid-snapshot State-ref move.BLOCKED_APPROVALdetection reports an evidence gap only. Never synthesize an approval terminal or assert R10-02 PASS. An observed BLOCKED state would still require independent human approval provenance, genuine 17-target receipts, App CAS, token revoke401 and an independent readback.runtimeEnabled=false,PUBLISH_DENY, pending R09/R10/R11/R12 and One Chat request to completion: event-driven orchestration without cron or recurring tasks #311/Eliminate Work-only Dispatch: Chat-authorized Release trigger and automatic Catalog proposal #75 OPEN remain.Acceptance
Protected required CI + exact-HEAD merge only, original postmerge Run/Job and independent raw outer ZIP SHA256; then audit both Issues as limited evidence-gap proof, not R10-02 acceptance.
