Release bump for 4.6.0 (refang #274,
search ioc --with-artifacts#275). Merge into develop before the develop → master Release 4.6.0 PR; the SDK floorpolyswarm_api>=4.7.0is already pinned, so polyswarm-api 4.7.0 must be on PyPI before that release merges.
