🎨 Palette: Improve AclMembersPanel accessibility and safety

This pull request introduces small micro-UX enhancements to the AclMembersPanel component.

• Accessibility: Icon-only delete buttons now have Tooltip wrappers for mouse hover hints (matching their existing screen-reader aria-labels).
• Usability/Safety: Destructive actions (handleRemove, handleRemoveGroup, handleTransfer) now prompt the user with a native window.confirm dialog before firing the mutation, preventing accidental misclicks.
