Cause
Ground-truth part 3/4 failed
test_cobolrt_api.py::test_the_manifest_is_the_sources_surface: the manifest summary said 1199 members (808 public), the sources have 1200 (809). #7928 and #7932 each added a public member and regenerated against different bases, so the merged summary was one short. Same shape as #7925.Fix

Merge-stale derived summary counts in a committed generated manifest. The only other failing job ("Every part passed") is derived from part 3/4.
Facts checked: reproduced at HEAD; after the fix
pytest tests/cobol_mainframe/test_cobolrt_api.pygives 61 passed.Sibling gaps: any two PRs that each add a runtime member can leave the summary stale again; a merge-time guard would be a separate slice (no burned-estate program needs it).
