Historical release actions and input-selected jobs can have a valid checkout identity that the default current-source guard cannot prove. Add checkoutSources declarations binding one consumer to an exact checkout ID, reference, destination and condition, with a reviewed reason.
The proof requires the approved checkout SHA, same repository, cleaning, matching conditional execution and literal sparse coverage. It rejects changed identities, duplicate IDs, error-tolerant checkouts, and any intervening overlapping or unknown writer. Earlier replacement and writers after the consumer are handled in execution order. Unused declarations fail configuration validation; successful selections remain reported as runtime delegation.
Validation: 107 scoped checkout/runtime/guard tests passed (3,503 assertions). Full package checks run in CI.
The change adds checkoutSources declarations to toolchain configuration. Runtime checks can verify a declared checkout against its workflow and selector. Unmatched declarations produce configuration diagnostics.

Summary
Declaration parsing and checkout proof packages/oxlint-config/src/toolchain-checkout-sources.ts, packages/oxlint-config/src/toolchain-checkout-syntax.ts, packages/oxlint-config/src/toolchain-checkout-sources.test.ts, packages/oxlint-config/README.md, .changeset/reviewed-checkout-sources.md
The new parser validates checkout-source declarations. The proof checks workflow ordering, checkout identity and options, conditions, intervening writers and sparse-checkout coverage. Tests and documentation describe these checks.
Runtime verification and diagnostics packages/oxlint-config/src/toolchain-guard.ts, packages/oxlint-config/src/toolchain-runtime.ts, packages/oxlint-config/src/toolchain-checkout-sources.test.ts
The guard passes declarations into runtime checks and diagnoses declarations that were not matched. Runtime checks accept a declared source when its checkout proof succeeds.

- Line 221: Update the intervening checkout path normalisation that assigns
`otherPrefix` so it strips a trailing slash and treats an empty result as the
workspace root (`.`), matching `normalizeCheckoutPath`. Extend the “intervening
overlapping or unknown writers cannot be waived” test with `./` and `.github/`
destinations to verify both cases are detected.

Learning: In stella/tooling, packages/oxlint-config/src/toolchain-guard.ts exports readToolchainInputs, which reads tracked configuration inputs but does not parse stll-toolchain.json. Its configuration diagnostic reports "cannot read tracked configuration file" and must remain fatal for generation. The Dependabot CLI in packages/oxlint-config/src/dependabot-cli.ts must parse only dependabotIgnores through readDependabotIgnores; stll-toolchain-check owns validation of unrelated declarations.
