B3 — first-run onboarding wizard - #205

A guided 4-step first-run checklist for fresh admins (invite → create event → generate schedule → publish), with progress derived from real org data and persisted to onboarding_progress, a skip action, and a dashboard nudge while incomplete. OnboardingProgress queries are org-scoped to satisfy the strict tenancy guard. Tests: tests/web/test_onboarding_wizard.py (5) and committed e2e tests/e2e/test_onboarding_wizard.py (fresh admin completes the wizard end to end).
