B8 — declined assignment re-opens its slot - #215

A declined assignment now no longer counts toward filled capacity in _open_shifts and the open-claim capacity re-check, so the freed slot re-appears in /v/open for another volunteer to self-claim (it stays hidden from the person who declined, who is still on the event). Tests: tests/web/test_decline_reopen.py (confirmed hides slot, declined reopens + claimable, declined doesn't consume claim capacity; B1 open-shifts regression re-run clean) and committed e2e tests/e2e/test_decline_reopen.py (Alice claims → declines → Bob sees and claims the reopened slot).
