Merged pull requests need a reviewed tracker closeout change in each caller repository. This adds a reusable daily workflow and caller template that prepare one gated review PR from verified deliveries.

The workflow installs an exact pm-github version in a contained caller npm project, requires the caller default branch, runs closeout on the fixed pm-github/closeout branch, regenerates the caller changelog when configured, checks changed-path scope and privacy, verifies strict PM health, and publishes only the leased bot branch. It creates or updates one owned PR and dispatches caller CI. Zero closes publish nothing. The existing sync workflow retains its behavior and safety-helper parity tests.

Review round 1 fixes the confirmed major finding: unrelated selected PRs with unavailable head evidence previously failed the whole run. Automation now filters local tracker plan rows by stable decision codes. Unlinked PRs and foreign, terminal or excluded links do not cause that refusal. A local blocked item still refuses publication. Incomplete merge facts have their own code and diagnostic before any head-check lookup.

Default TOON lists actionable close/refuse rows individually and counts routine skips by reason. JSON and --full retain every row. The workflow PR body uses the same compact decisions and counts, and scans that public summary before publication. A real read-only pm-brief sweep since 2026-10-01 shrank from 76 to 25 default-output lines (67.1%): the identical full selection contains 47 rows, 2 closes, and skipped counts of already_terminal=9, other_repository=35, duplicate_selection=1.

Behavioral revert proof: restoring only the old PR-check workflow predicate fails 3 selected regressions; restoring only uncompacted report behavior and rebuilding fails both output regressions. Restored behavior is covered with real SDK trackers, isolated Git remotes, workflow bash, HTTP fixtures and packed CLI acceptance, including full JSON/full flag preservation and malicious summary rejection.

Validation at unchanged thresholds:

  • npm run release:check: 702/702 tests passed, zero failures/skips/cancellations/todos.
  • bun run release:check: 702/702 tests passed, zero failures/skips/cancellations/todos.
  • Both runs used isolated HOME/Git identity and passed exact 100/100/100/100 coverage across all 13 authored modules, plus typecheck/build/docstrings/lint, configured zero duplication, privacy, production audit, pack, changelog and publish-attestation checks.

Consumers must pin a pm-github release that emits the new decision codes.

Delivery and detailed evidence: pm-github-0x3y.

Summary by CodeRabbit

  • New Features
    • Added a reusable workflow that reviews merged pull requests, closes eligible tracker items, and prepares a review PR with approved closeout changes.
    • Added a scheduled and manually triggered example workflow. It checks changes before publishing and skips changelog-only updates when no tracker items are closed.
    • Closeout reports now summarize routine skips by reason and highlight actionable items. Use full output or JSON to see every plan row.
  • Documentation
    • Added guidance for configuring and using the automated closeout workflow, including its safeguards and failure behavior.

Walkthrough

This change adds a reusable GitHub Actions workflow for gated tracker closeout. It validates caller inputs, runs closeout and health checks, publishes allowed changes through a review PR, and dispatches configured workflows. The closeout command also adds decision codes and compact default output.

Reviewer's Guide

Introduces a reusable, fail-closed daily closeout workflow and caller template that safely detects verified merged-PR deliveries, prepares a scoped and privacy-gated bot branch, opens or updates one review PR, and dispatches caller CI, with extensive real-environment integration and regression coverage documenting the safety guarantees.

File-Level Changes

Change Details Files
Adds a reusable, daily-schedulable closeout workflow that converts verified merged-PR deliveries into a single gated bot-branch review PR.
  • Resolves and validates the caller default branch and restricts execution to that ref.
  • Installs an exact pm-github version in a contained npm project and runs full-history closeout.
  • Generates optional caller changelog output, enforces tracker/changelog path scope, and applies staged privacy scanning before publication.
  • Uses strict PM health checks, force-with-lease publication, owned-PR lookup, no-op suppression, and post-publication caller CI dispatch.
  • Requests narrowly scoped contents, pull-request, checks, and actions permissions while leaving the existing sync workflow unchanged.
.github/workflows/pm-github-closeout.yml
docs/closeout-workflow-caller.yml
Documents caller adoption, workflow behavior, permissions, safety boundaries, operational limitations, and failure modes.
  • Adds a reusable workflow section with configuration and scheduling guidance.
  • Describes branch, privacy, no-op, CI-dispatch, permission, and quota semantics.
  • Links the caller template and clarifies that adoption and live scheduling are separate work.
README.md
Adds executable integration and contract coverage for workflow safety and publication behavior.
  • Runs extracted workflow Bash against real scratch trackers, Git remotes, package artifacts, and mocked GitHub APIs.
  • Covers successful closeout, repeat invocation, no-op behavior, malicious content, permission failures, branch guards, publication failures, invalid inputs, and competing writers.
  • Checks exact pins, least-privilege permissions, helper parity with sync, fresh-home npm receipt parsing, and behavioral revert proofs for privacy and no-op protections.
test/closeout-workflow.test.ts
Records the delivery and validation evidence for the new workflow implementation.
  • Updates tracker history and task records with implementation and executable validation receipts.

pm github closeout verified the required head checks of #130, #131 and #132
and closed pm-github-z5z1, pm-github-q4uz and pm-github-0x3y. The changelog
now lists them under Unreleased so the next daily release notes include them.
