Correlated tracker episodes can inflate apparent sample size. Predeclared paired evaluation plans freeze the population, selection rule, correlation units, cohort and stopping sizes, objective/reward bounds, incumbent provenance and statistical criterion before creating the candidate or its collection runs.

The typed SDK and pm rl eval plan register/show/evaluate reuse core Plan/Decision records. Equal-weight correlation-unit means and independent-unit counts feed the promotion bound. Plans and results are verified against original SDK creation history; candidate provenance, original collection timestamps and retained reservations are checked inside promotion's authoritative writer transaction. Recomputed current hashes cannot authenticate replacement evidence. Identical evaluation retries are idempotent; a new look requires a fresh plan/candidate. These paths work without Git. Missing or corrupt original history refuses promotion; privileged rewriting of original append-only history remains outside the trust boundary.

The blocking numerical review reproduced a false promotion with 100 independent units, bounds [1e16, 1e16 + 2], confidence 0.95, effect threshold 0, and all candidate/incumbent outcomes 1e16. Confidence allowances disappeared when applied to the huge raw means. A balanced 50/50 endpoint cohort also falsely reported a two-point gain through accumulation rounding.

Finding Fix
Orchestrator blocking review, evaluation-plan.ts:172 Normalize rewards to (reward - lower_bound) / reward_width before group means, unit means and confidence evaluation; normalize the effect threshold by the same width. The shared promotion gate computes the mean difference before subtracting uncertainty and requires strictly positive observed improvement.
PRRT_kwDOTqJmqs6vYux4, index.ts:5029 Normalize short candidate IDs with the configured project prefix in rl eval plan show; show the reservation before the candidate Generation exists. Default/custom prefixes return identical short/canonical output.
Numerical self-review Reconstruct native means from the nearer endpoint, avoiding overflow near Number.MAX_VALUE. Cover balanced outcomes, negative offsets, subnormal scales, both directions, grouped samples, powered positive controls and effect thresholds.

Reported candidate_mean and incumbent_mean retain the declared reward units; statistical verdict bounds, epsilons, margin and reason use normalized [0,1] reward units. README and SDK report documentation state this explicitly. Held-out scores still copy the exact unrounded JSON mean, comparison hash and native reward width. The shared fenced-JSON reader remains a linear forward scan with the existing 100,000-repetition/time-bound regression.

Four targeted numerical tests pass 4/4. The property-style test covers 52 configurations: 13 magnitudes/offsets, both optimization directions, and 10 or 100 independent units. The final rebuilt pinned-PM snapshot suite passes 47/47 with zero failures/skips/cancellations/todos, including the expanded finite-endpoint cases. The earlier native suite also passed 47/47, with full branch coverage in both changed numerical modules. The short-ID regression passes 1/1 directly and through the pinned PM snapshot runner with default and custom project prefixes, before candidate creation.

Five behavioral function-revert proofs are recorded on the PM item: (1) restoring evaluatePlan and decidePromotion from b4ea1fa fails the exact reproduction 0/1; (2) restoring only evaluatePlan fails the balanced-cohort case 0/1 with the shared-gate fix retained; (3) restoring only decidePromotion fails the direct tie test 0/1 with normalized evaluation retained; (4) restoring the intermediate normalized evaluatePlan with naive inverse conversion fails the property test 0/1, returning Infinity for a finite endpoint. (5) Reverting only the show command handler fails the real short-ID regression 0/1 with eval_plan_drift, while all numerical fixes remain. All fixes are restored afterward. Earlier creation-history and README-only revert evidence remains recorded.

Verified source/test candidate: cbba6fe592203291a44ce59eb67f99221f8457a5. The complete release matrix passes at unchanged thresholds:

Full release gate Result
npm run release:check, Node 22 719/719; zero failures/skips/cancellations/todos
npm run release:check, Node 26 719/719; zero failures/skips/cancellations/todos
bun run release:check, Bun 1.3.14 on Node 26 719/719; zero failures/skips/cancellations/todos

Every job reports 100% statements/lines/branches/functions over 49 source files, 343 documented declarations, zero production audit vulnerabilities, passing strict fresh tracker health, changelog/package checks and successful Bun package-graph installation. CodeQL passes at this same candidate. Local checks, builds, regenerated changelog/check and final prepared strict health pass; three existing local advisories remain. No dependency pins, source scope, exclusions, time bounds or thresholds changed. No timeout waiver was needed. Ignored dist was rebuilt; no dist files are tracked.

The earlier numerical-only candidate 925743d also passed all three complete release gates 718/718 with all four coverage dimensions at 100%. Final receipt head: af4170633a4aa2a8f6e9b9bab63bb3f41c313e93. It changes PM evidence only; source/tests remain byte-identical to the verified combined candidate. CI triggered by that PM-only receipt is pending at handoff.

Complete GraphQL refresh read every unresolved thread and all its comments. The latest CodeRabbit review raised the short-ID issue above and has no Outside diff range findings. Its valid finding is fixed here; the review thread is left unresolved. The numerical finding came from the orchestrator review. No review thread reply/resolution, PR merge or package release was performed.

The existing public-data validation retains 95 observations counted as one repository correlation unit and an insufficient_samples refusal. It remains descriptive replay evidence. Independence between declared units, truthful declarations, hidden correlations, external peeking and multiplicity remain experiment-design assumptions and limits. Existing shared-clone tracker advisories and the retained-runtime lint follow-up remain separately tracked.

PM: pm-rl-evalplans. Files, docs, linked real-tracker tests, numerical decisions and all revert proofs are recorded there. Claim released; the item remains in progress for orchestrator verification.

Summary by Sourcery

Introduce predeclared causal evaluation plans that freeze experimental design and securely gate generation promotions on reproducible, correlation-aware evidence.

New Features:

  • Add predeclared paired evaluation plans with frozen cohorts, correlation units, stopping rules, reward bounds, criteria, and incumbent provenance.
  • Add typed SDK APIs and pm rl eval plan register/show/evaluate commands for registering, inspecting, and sealing fixed-stop evaluations.
  • Gate planned generation promotions on sealed evaluation evidence and matching held-out scores, while preserving legacy behavior for unplanned candidates.
  • Support plan registration, evaluation, promotion, and lineage workflows without Git.

Bug Fixes:

  • Normalize bounded rewards and effect thresholds before statistical evaluation to prevent large offsets, subnormal scales, and floating-point accumulation from producing false promotions.
  • Require strictly positive observed improvement so ties cannot promote when uncertainty rounds to zero.
  • Reject rewritten, missing, corrupt, or replacement evaluation evidence by validating original creation history and sealed provenance.
  • Normalize short candidate IDs in evaluation-plan lookups, including before candidate creation.

Enhancements:

  • Count declared correlation units equally and use independent-unit counts for promotion bounds.
  • Make identical plan registrations and evaluation retries idempotent while requiring fresh plans and candidates for new looks.
  • Replace shared JSON-fence regular-expression parsing with a bounded linear forward scan.

Build:

  • Include evaluation-plan artifacts, examples, documentation, and tests in package and release configuration.

Documentation:

  • Document predeclared causal evaluation plans, promotion evidence requirements, normalized statistical outputs, Git-independent workflows, and experiment-design limitations in the README.

Tests:

  • Add comprehensive numerical, provenance, concurrency, CLI, SDK, promotion, history-integrity, and Git-independent acceptance coverage for evaluation plans and statistical gating.

Chores:

  • Record the evaluation-plan feature and lint-runtime follow-up in project management history.

Reviewer's Guide

This PR introduces predeclared, immutable correlation-aware evaluation plans and authoritative promotion gating, with provenance and fixed-stop evidence enforcement exposed through the SDK and CLI; it also adds a Git-independent sealed tracker-corpus workflow and bounded importance-weighted bandit fitting, alongside extensive documentation, acceptance evidence, and regression coverage.

Orchestrator review (codex review agent, reproduced finding; handed to the feature agent):

VERDICT: BLOCK
FINDINGS:

  • [blocking] evaluation-plan.ts:172 — Valid large-offset rewards allow tied candidates to pass promotion because floating-point rounding erases the confidence bounds — With 100 independent units, bounds [1e16, 1e16 + 2], confidence 0.95, effect threshold 0, and every candidate/incumbent outcome 1e16, evaluation returns promote despite zero improvement.
SUMMARY: The PR adds immutable predeclared evaluation plans, correlation-unit aggregation, and promotion enforcement against original tracker history. Tests cover tampering, missing evidence, concurrency, and Git-free operation, but omit the reproduced numerical case that admits a tied successor.

normalize the candidate ID with the project prefix before reading the plan,
matching the normalization used by `registerEvaluationPlan` and preventing valid
unprefixed IDs from being treated as drift.

After applying the fix, consider running `coderabbit review --agent` for local

Orchestrator review (built-in Claude review agent, verified by the orchestrator; bots are not waited for since 2026-10-22):

VERDICT: MERGE
FINDINGS:

  • none
SUMMARY: Follow-up at af41706 fixes the blocking numerical finding: rewards are normalised before aggregation and confidence bounds, promotion requires a positive improvement, and native means are reconstructed safely near Number.MAX_VALUE, with the exact 1e16 reproduction and a multi-magnitude test among five revert-proven checks; also normalises short ids in rl eval plan show. Three release gates 719/719.
