fix(eve): trace viewer - pad the chrome, float the copy toast, wheel-scroll the drawer

Stacked on #1446 — base is trace-select-copy, review that first. Top of the stack; the tree here is the fully-assembled feature.

Three rounds of live-use feedback on the assembled viewer, all presentation-layer:

What changed

Padding. The title row sat flush against the terminal's top edge and the footer hints against the last card. The header becomes padding → title → padding and the footer padding → key hints → status. The header height moves into a shared TRACE_VIEWER_HEADER_ROWS constant exported from the reducer module, because the mouse handlers need the same offset to map terminal rows to conversation lines — the renderer and the click/drag math can no longer drift apart.

Toast. The copy confirmation from #1446 rendered as inline green text in the header. It is now a floating surface in the top-right corner — card-body background, a greyish-white ▌ bar down its left edge only, a padding row above and below the message, one column of canvas as right margin — overlaid on the frame below the title so the trace identity stays readable.

Drawer scrolling. The wheel always scrolled the conversation, even with the pointer over the attributes drawer; the only way to scroll a long drawer was Tab then arrows, which nobody found. Wheel events over the open drawer now scroll the drawer, clamped to its content.

Verification

Frame tests for the padded header/footer geometry and viewport metrics, toast placement (bar, padding rows, title untouched), and wheel-over-drawer vs wheel-over-cards routing; the mouse-coordinate tests moved with the shared constant. TUI smoke re-verified end to end (9 stages including click-expand and drag-copy at the new coordinates). Full sweep at this layer: 5,707 unit / 575 integration / lint / typecheck / guard:invariants / docs:check.
