fix(eve): skills - resolve $HOME paths in file tools

Summary

• resolve leading $HOME paths against the active sandbox before file operations
• preserve the /workspace/skills fallback and canonical read-before-write tracking
• cover read_file, write_file, glob, and grep, with updated tool guidance and docs

Root cause

Static skill prompts advertise packaged references under $HOME/.agents/skills, but non-shell file tools only accepted paths beginning with / and passed paths directly to filesystem APIs. Shell expansion made the same paths work through bash, masking the mismatch.
