Per the ratchet spec, with the previous baseline empty the thresholds drop once:
complexity20 → 15 andmax-lines-per-function150 → 100 (file length stays 800).\n\nBaseline regenerated with--allow-new: 0 → 261 findings (190 complexity, 71 function-length); cycle baseline unchanged at 7. This opens the final "repeat once" pass; nothing else changed.test:ratchetpasses (8/8).
