Ordinary documentation changes previously forced all test groups, even alongside a small Go change. Added/modified Markdown under docs/ now preserves the affected Go closure after qualification; verified docs-only changes produce an explicit, sealed empty selection.

Git mode, filesystem identity, UTF-8, embed/package/module ownership and manifest consistency checks keep uncertain inputs in full mode. Main, dependency updates, Dependabot, policy changes, full overrides, builds, lint and security retain their behavior.

The full selector/runner and result-gate race suites passed. Final head ba779aa45b5b1bc22d1c3f26938ec68842370ffa also passed the forced-CRLF symlink fixture regression, related controls, all pinned local checks and hosted CI (23 successful, two skipped checks). The Windows fixture correction hashes raw symlink bytes without text conversion.

Closes #1177. Merged as fb70903374db9fdacb867a719c5e288dd5466516; the issue is Done on the project board. Acceptance. Main runs the full suite after merge; measured CI time savings remain to be observed on qualifying PRs.
