Summary

Prepare Hermes-Relay Android 1.19.0 (versionCode 60) and Plugin 1.13.1 from the integrated reliability work, including the oversized-history correction in #767 / #729. CLI+UI remains 0.4.0-beta.10.

Changes

• Synchronize each selected surface's version metadata and public release notes.
• Add the complete Android inventory: 21 changes, four highlights, generated in-app fallback and 413-character Play notes.
• Keep the current composer and preserve historical release entries. Remove the duplicated browser sign-in item already shipped in Android 1.18.1.
• Correct a stale release-toast test expectation to match the existing localized feature-count wording.

Verification

• python scripts/android-prepush.py --release-prep passed, including metadata, locales, capability/collection checks and four rendered Changelog/What's New tests.
• python scripts/check-version-tracks.py and Plugin version synchronization passed.
• fix(android): recover oversized transcript pages within memory limits #767 passed 156 focused JVM tests, 40 shared fixture tests, current-upstream conformance, Standard Phone API 36 instrumentation and hosted checks.
• Focused Plugin source checks passed 78 tests and 58 subtests; nine tests skipped locally because optional platform/tool prerequisites were unavailable. Hosted Plugin syntax/tests and Dashboard build/tests passed.
• git diff --check passed. Current-head hosted lint, tests, debug builds and Required checks passed. Signed Play preflight and publication follow this preparation.

Screenshots

Release notes rendered at 360dp width and 1.35 font scale; title, counts, View all and Close remain visible. Expanded release history displays the full inventory. No product layout change.

Compatibility / risk

Physical listening verification remains incomplete for recent voice changes. Screenshot issues #745 and #743 remain separate and are identified in the appropriate release notes. Standard-path features remain upstream-only. This PR prepares metadata; it does not itself publish a release. No CLI+UI release, unrelated feature, credential change or server deployment is included.
