fix(proxies): retry a copy the cap reset could not start, so an offline box does not keep it stopped - #630
A copy the traffic cap stopped could stay stopped for a whole period. When the reset (on the day or by hand) tried to start it and the start failed, for example because the box was offline, the copy kept its stopped_by_cap mark and nothing tried again until the next reset.
The fix: every heartbeat from that worker now starts each copy that is still marked as the cap's and reported down, as long as the proxy is uncapped. Before each start it reads the proxy again and gives up if the cap is back. Starts already on their way are tracked, so a slow worker does not get a second one. A copy the owner stopped is never marked as the cap's, so it stays stopped. docs/proxies.md says so.
Tests in TestCapEnforcement:
test_a_copy_a_reset_could_not_start_is_started_on_the_next_heartbeat: the first start fails, the next heartbeat starts the copy and clears the mark, and the owner's stopped copy is left alone. It fails on main.
test_a_copy_the_cap_stopped_stays_down_while_the_cap_holds and test_a_running_copy_the_cap_stopped_is_not_started_again cover the two cases where no start may happen.
Follows up the review thread on #576 at app/main.py:4308.
Review follow-ups: the retry rechecks the copy's cap mark under the proxy lock before it starts, so an owner start or stop always wins. After a start, the mark is cleared only if the cap is still lifted. The reset's starts and the heartbeat retries share one in-flight set, so they never send two starts for one copy. Tests: test_a_retry_respects_the_owner_and_a_cap_that_came_back and test_a_reset_skips_a_copy_whose_start_is_already_on_its_way.
Summary by CodeRabbit
Bug Fixes
Copies stopped by a traffic cap can now retry starting after the cap is lifted, including on later worker reports if a reset-time start fails.
Prevented overlapping restart attempts for the same copy and avoided restarting copies that are already running or still subject to the cap.
Documentation
Clarified when traffic-cap resets are checked and how retries work when a copy cannot start during a reset.
…ne box does not keep it stopped
When a reset could not start a copy the cap had stopped, the copy kept its
stopped_by_cap mark and nothing tried again until the next reset, a month
later. Each heartbeat from that worker now starts such a copy again while the
proxy is uncapped and the copy is reported down.
Heartbeat processing now retries starting copies that remain stopped by the proxy traffic cap. In-flight markers coordinate reset and heartbeat starts, and tests cover retry conditions and race cases.
A per-copy marker prevents reset and heartbeat paths from starting the same copy concurrently. The marker is cleared after the start attempt.
Retry eligible copies on heartbeat app/main.py, tests/test_proxies.py, docs/proxies.md
Heartbeat processing retries copies that are stopped by the cap and are not running. The retry rechecks the cap and copy state, and clears the cap marker only when the proxy remains uncapped. Tests cover failed starts, race conditions, active caps, and already-running copies. The documentation describes hourly and startup reset checks, plus retries on box reports.
A heartbeat retry can restart a copy after its owner successfully stops it. The risk is limited to overlapping operations; merge with explicit acceptance or coordinate these operations first.

… pending retry
A retry now rechecks the copy's cap mark before it starts (an owner start or
stop clears it), keeps the mark when the cap came back during the start, and
shares the in-flight set with the reset's starts so the two never double up.

* fix(proxies): retry a copy the cap reset could not start, every minute while uncapped
A reset whose start failed left the copy marked as the cap's and stopped until
the next reset or a Start by hand. ProxyTick now starts marked copies that are
down while the proxy is uncapped. Mirrors GeiserX/CashPilot#630.
* fix(proxies): clear a stale cap mark on a running copy, and record a failed clear
* fix(proxies): keep the cap mark while only the tunnel of a copy runs
* fix(proxies): order the cap retry with an owner's start or stop, so a returned stop stands
* fix(proxies): lock per copy instead of globally, reload the proxy before a cap retry
An owner Start or Stop, a reset's start and the tick's retry of one copy now
take that copy's own lock, so unrelated copies never wait on a slow retry. The
retry reloads the proxy under the lock (new settings reach the copy, a returned
cap stops it), and the own-IP lookup runs once per pass.
* fix(proxies): clear the retry's cap mark inside the copy lock that cap stops also take
