epic: in-app preset catalog and picker, applied to Companion and Observer #726

Replaces the hardcoded RadioSettings.presets literal with a catalog: bundled snapshots of the overlay and Liam mirror (works offline), refreshed from config-profiles, merged ours over Liam's, with a last-good cache. Grouped picker with source labels. Apply via stock commands only.
The picker is in this first app Epic because it is how the Epic gets verified.
Absorbs #648 (no update path) and #649 (preset path hash).
