Summary

  • Add the local Laya System 1 engine, bounded typed light proposals, request binding, and safe Agent fast-path routing.
  • Connect confidence-gated Laya affect, urgency, and vision signals to Autonomy/VLM; improve mood-aware speech and streaming.
  • Add regression coverage and document completed work plus remaining hardware rollout gates.

Validation

  • pytest tests -x -q — 970 passed in 49.35s.
  • py_compile on changed Python files and git diff --check.
  • Required documentation and configuration updated.

Arduino contract

No new Arduino command or direct hardware payload was added. Laya action proposals remain inert and action_proposals.enabled remains false; emergency stop ownership remains with the existing SpinalCord/Arduino path.

Risk and rollback

The Laya model may misclassify intents; evaluation remains limited and hardware acceptance is pending. The action proposal flag is disabled and there is no Laya-to-ToolRegistry dispatch path. Revert this PR to roll back; disabling tri_layer.laya.enabled bypasses Laya at runtime.
