Automated sync PRs now regenerate the caller changelog and dispatch required caller CI after review publication. The final privacy boundary also rejects every changed path outside the resolved tracker and CHANGELOG.md.

Previously, a caller post-import script could stage an unrelated file that the restricted privacy diff omitted, and the unrestricted commit would publish it. The workflow now enumerates staged, unstaged, and untracked paths with NUL-delimited Git status after the caller script and immediately before commit, including rename sources. Each offending path produces an error and prevents publication.

The documented scope uses the SDK-resolved repository-local tracker and root changelog, with runtime exclusions and extension setup-file restoration. Allowed changes are staged, rescanned from current content, and committed using the same explicit NUL-delimited path list with git commit --only and literal pathspecs. The restricted commit independently excludes unrelated staged content if a scope check is bypassed.

Validation uses real Git repositories, real temporary pm trackers, local bare remotes, the packed candidate and local HTTP fixtures. Six caller cases cover staged, unstaged, untracked, credential-bearing, renamed and multiple offending paths. Five late-change cases verify the final status check and current-content privacy scan. Clean tracker plus changelog publication, repeat updates, install-only setup restoration and the independent commit defense also pass.

Behavioural reverts use unchanged tests in an isolated checkout:

  • Removing only the scope checks fails the no-publication regression (0/1, exit 1): the staged-extra caller succeeds and pushes a sync branch. The restricted commit still excludes the extra file.
  • Restoring the unrestricted commit fails the bypass-control regression (0/1, exit 1): extra.txt exists on the bare remote sync branch, reproducing the original leak.

Both release commands used PM_PATH and PM_AUTHOR unset, a fresh empty HOME, GIT_CONFIG_GLOBAL=/dev/null, GIT_CONFIG_NOSYSTEM=1, and NODE_OPTIONS=--max-old-space-size=12288.

Command Result
npm run release:check PASS, exit 0; all 11 checks; 587/587 tests
bun run release:check PASS, exit 0; all 11 checks; 587/587 tests
pm test pm-github-wrmt --run --progress with the pinned CLI on PATH PASS; both linked commands, 5/5 and 4/4 test executions
Final npm run changelog:full then npm run changelog:check after pm writes PASS
pm health --strict-exit --require-merge-drivers PASS, exit 0
Committed Git-object privacy audit PASS; 4276 objects, approved identities, no secret or host-path findings

Both release receipts measured exact 100/100/100/100 coverage across 12 authored modules: 9584/9584 lines and statements, 234/234 functions, 2557/2557 branches. No tests or source were skipped; no failures, cancellations or todo. Production audit found zero vulnerabilities and source duplication remained zero. All thresholds and source inventory are unchanged.

The first identity-isolated npm run passed all 587 tests but exhausted the default Node heap during coverage aggregation. Complete release checks use the same identity isolation plus NODE_OPTIONS=--max-old-space-size=12288, with unchanged source scope and thresholds. Task pm-github-vhi6 (proposed) tracks bounded aggregation and default-heap CI acceptance separately.

Caller rollout requires repinning the workflow commit and published package version, granting actions: write, and enabling workflow_dispatch with the required check names. Approval-required PR runs may still require maintainer approval. This change does not release the package or alter fleet callers.

Feature pm-github-wrmt (proposed) contains the decisions, linked tests, receipts and append-only history. It remains in progress for orchestrator verification; the claim is released at delivery.

Summary by Sourcery

Make gated sync pull requests publish regenerated caller changelogs, trigger required caller CI, and fail closed against changes outside the approved sync scope.

New Features:

  • Regenerate the caller changelog during gated sync publication and dispatch configured caller CI workflows after the sync PR is created or updated.

Bug Fixes:

  • Prevent caller scripts and unrelated staged, unstaged, untracked, or renamed files from being published through sync commits.
  • Discard changelog-only drift when an import produces no tracker changes and leave the checkout clean.

Enhancements:

  • Resolve and enforce an explicit repository-local tracker and root changelog scope with final status checks, privacy scans, and restricted commits.
  • Support configurable post-import scripts and workflow dispatch while reporting approval-required CI runs.

CI:

  • Increase the coverage aggregation heap limit to avoid CI failures during c8 processing.

Documentation:

  • Document caller permissions, workflow-dispatch requirements, sync scope rules, optional inputs, and rollout guidance.

Tests:

  • Expand workflow integration coverage for changelog publication, CI dispatch, path-scope violations, late changes, credential findings, no-op imports, and commit isolation.

Chores:

  • Add feature and task records describing the sync workflow changes and validation history.

Summary by CodeRabbit

  • New Features
    • Gated sync pull requests can regenerate the caller’s changelog before publication, with privacy and changed-file checks covering tracker content and CHANGELOG.md.
    • The workflow can dispatch configured CI workflows after creating or updating a sync pull request. Missing workflows are skipped, and runs awaiting approval are reported.
    • Callers can configure or disable changelog regeneration and choose which workflows to dispatch.
    • On no-op imports, generated changelog-only changes are discarded and callers are notified to use their own changelog check.
  • Documentation
    • Setup guidance now covers workflow options, required permissions, and CI requirements.
  • Bug Fixes
    • Coverage reporting has more memory available during aggregation to help prevent failures.

Walkthrough

The reusable sync workflow runs an optional caller npm script, checks tracker and changelog changes before publication, and dispatches configured caller workflows after publishing a sync PR. Tests and caller documentation cover these changes. The coverage gate passes a larger Node heap limit to c8, with separate PM records tracking follow-up work.

Changes

Gated sync workflow

Layer / File(s) Summary
Post-import script and privacy gate
.github/workflows/pm-github-sync.yml, test/import-gate.test.ts, .agents/pm/features/pm-github-wrmt.toon, .agents/pm/history/pm-github-wrmt.jsonl, CHANGELOG.md, README.md
The workflow accepts and validates an optional caller npm script. It resolves allowed tracker paths, includes CHANGELOG.md in the publication scope, checks scoped changes, and restricts the commit to generated paths. Tests cover script behavior, privacy findings, out-of-scope changes, and restricted commits. PM records and documentation describe the workflow and its inputs.
Dispatch caller workflows
.github/workflows/pm-github-sync.yml, docs/sync-workflow-caller.yml, README.md, test/import-gate.test.ts
After publication, the workflow validates configured workflow filenames, skips missing files, dispatches existing workflows on the sync branch, and reports runs parked for approval. The caller example grants actions: write and configures both workflow inputs. Tests cover dispatch timing and failure behavior.

Reviewer's Guide

The PR updates the reusable gated-sync workflow so imported issues can regenerate and privacy-scan the caller changelog before publication, then dispatch caller-configured workflow-dispatch CI after the review PR is published. It adds caller permissions and configuration documentation, validates shell-sensitive inputs, reports approval-parked runs, and backs the behavior with local end-to-end regression tests.

Allow a changelog-only sync PR.

If post-import-script corrects a stale CHANGELOG.md but the tracker already matches GitHub, the new staging step makes git diff --cached --quiet false. The item-link loop finds no changed .toon file, so this error stops publication on every retry. Allow a changelog-only change to produce a review PR without an item link, and cover that case in the workflow fixture.

CI on #122 passed every test and then ran out of memory in c8's report
merge ("Reached heap limit" at ~4 GiB). c8 merges the raw V8 coverage of
every spawned process, and the new sync-pipeline tests start many real pm
CLI children. COVERAGE_HEAP_FLAG (--max-old-space-size=8192) is now passed
to the c8 merge process; GitHub-hosted Linux runners have 16 GiB. Only the
resource limit changes: thresholds, includes and the test set are
unchanged. A test asserts the flag precedes the c8 entry point.

npm and bun release:check: 588/588 each.

Review acknowledgement for head 1409880: CodeRabbit's full review finished with no new actionable comments. All findings across three rounds are fixed with adversarial tests and revert proofs:

  • a fail-closed scope check on every changed path, with a pathspec-limited commit (privacy, Major);
  • an 8 GiB heap for the c8 merge, which removed the CI out-of-memory failure;
  • an isolated heap-flag test;
  • a no-op import with a stale changelog is a clean no-op instead of a nightly failure.
CI is green (Node 22/26, CodeQL, semgrep). npm and bun release:check: 590/590 at 100% coverage. Every bot comment is voted. This makes gated sync PRs mergeable on their own: the caller's changelog is regenerated, its required CI is dispatched on the sync branch, and action_required runs are reported. It ships in pm-github 2026.10.15 (today's 2026.10.14 release predates it), and the 17 fleet caller PRs will be repinned to that release's tag commit. Merging.

- Under the fallback rule (no readable required contexts) the generated
actual_result and the fallback expected_result claimed "required
checks passing" even when only neutral or skipped runs existed.
checkEvidence now states the applied policy and lists successful
checks only when any exist ("no check reported success" otherwise).
- Close pm-github-wrmt, delivered by #122, using pm github closeout.
It was the in_progress item that made today's scheduled release
fail: release.yml regenerates the changelog closed-only while
release:check includes every status. pm-github-l1ot tracks unifying
  the two generators.

…ts and acceptance criteria (#126)

* Support strict close validation in GitHub closeout

Refs: pm-github-2o9k

* Describe fallback check evidence accurately; close wrmt to unblock the release

* Never label successful optional checks as required

Under the required rule gate.passed holds every successful head check,
optional ones included. The generated text now states that the
required checks were satisfied and lists the successful head checks,
instead of calling the whole list required.

npm and bun release:check: 663/663, 100% coverage.

* Name the changelog-unreleased tag in the release issue and label the proof's build

Review round 3 on PR 126 (CodeRabbit): pm-github-l1ot now states that the
changelog gate retains non-closed items only when they carry the
changelog-unreleased tag, which pm-github-wrmt had, so the reproduction and
acceptance criterion name that tag. docs/strict-closeout-proof.md identifies
the build its pack, readbacks and gate counts came from (bbf6516) instead of
calling it the final build, and explains the later wording and test-count
changes.
