refactor(eve): share interactive Vercel linking

Summary

Extracts interactive Vercel project linking into a shared setup helper instead of keeping it inside the Slack-specific channel setup flow.

Before, the channel flow contained its own project-linking prompt and behavior, making other registry integrations duplicate or bypass it. After this change, channel setup delegates to a reusable Vercel-project primitive that owns interactive linking and can be used consistently by future registry setup flows.

Focused tests cover the shared helper and the channel integration.
