fix(eve): prompt for channel credentials

Summary

Adjusts channel setup so Vercel link status determines the default credential/setup mode without suppressing the user choice.

Before

1. Check whether the project is linked to Vercel.
2. If it is unlinked, immediately take the portable-scaffolding path.
3. Only linked projects see a choice between portable and Vercel-native setup.

After

1. Check whether the project is linked to Vercel.
2. Always present the credential/setup choice.
3. Use link status to preselect the appropriate default: Vercel-native for linked projects and portable for unlinked projects.

This keeps the sensible zero-friction default while allowing an unlinked project to opt into the alternative setup path. Renderer and channel-environment tests cover the adjusted prompt behavior.
